<br />132. <br />Regular Meeting <br /> <br />December 14, 2005 <br /> <br />Page 2 <br /> <br />Mayor Narvaiz announced the Council would reconvene at 7 05 P m <br /> <br />I <br /> <br />Mayor Narvaiz introduced for consideration adoption or direction to Staff <br />on matters discussed in Executive Session Mr O'Leary stated the Council <br />gave direction regarding proposed development incentives in the Clovis <br />Barker area, Hunter Road area, and IH35/McCarty Lane area He stated the <br />Council also provided direction regarding the Global Marketeer Group <br />contract He stated Global Marketeer Group provided a prospect report <br /> <br />Mayor Narvaiz lead the Pledge of Allegiance <br /> <br />Mayor Narvaiz introduced the Citizen Comment Period 1) Sherwood Bishop <br />welcomed Council Member Jones to the Council He stated he is a member of <br />the Ethics Review Commission, which provided the Council with revisions to <br />the Ethics Ordinance He stated the revisions were done under the guidance <br />of the Legal Department He also stated the Council tabled the Ordinance <br />until after the November City Council Election He encouraged the Council <br />to agendize the revisions to the Ethics Ordinance on the next City Council <br />agenda 2) Randolph Goodman stated he wished to speak on Item 31, adoption <br />of a Resolution He stated he is the President of the San Marcos Noon <br />Lions Clubs which supports the partnership with Scott Shipley for redesign <br />of the Rio Vista Dam 3) Gib Hafenick stated he wished to speak on Item 31, <br />adoption of a Resolution He stated he supports the improvements of the <br />Rio Vista Dam He stated he also feels the improvements should have a <br />natural feel and should also encourage fishing He stated there are no <br />other facilities like the one Mr Shipley proposes within the State of <br />Texas 4) Jim Kimmel stated he wished to speak on Item 31, adoption of a <br />Resolution He encouraged the Council to support the artificial rapids <br />project He stated he feels the rapids would provide the opportunity for <br />recreation for all ages 5) John Olden stated he wished to speak on Item <br />31, adoption of a Resolution He stated he supports the rapids park He <br />encouraged the Council to support the rapids park 6) Jason Mittman stated <br />he wished to speak on Item 31, adoption of a Resolution He stated he is a <br />developer and has also coordinated water events He stated if the rapids <br />were built in San Marcos, then water events could be hosted in San Marcos <br /> <br />I <br /> <br />Mayor Narvaiz introduced the Staff Report 1) Mr O'Leary stated the <br />Council Orientation Workshop will be held Monday, December 19, 2006, from <br />9 00 a m to 4 00 P m in the City Hall Conference Room <br /> <br />Mayor Narvaiz introduced the City Council Reports 1) Mr Guerrero <br />congratulated Chris Jones and welcomed him to the Council 2) Mr <br />Guerrero congratulated the Texas State Bobcats on a great football season <br />3) Mr Jones thanked Staff for preparing him for his first Council Meeting <br />He also thanked all the citizens who spoke during the Citizen Comment I <br />Period 4) Kyle Morris stated he is looking for grant funding for the <br />alternate transportation for students 5) Kyle Morris stated he has been <br />
