Make recommendations to the Steering Committee as to how to calculate the amount of <br />additional water that is made available for use from a recharge project including during <br />times of critical period reductions. <br />4. Maximize available federal funding for the Authority or any other entity to own, finance, <br />design, construct, operate, or maintain recharge facilities. <br />5. Evaluate the financing of recharge facilities, including the use of management fees or <br />special fees to be used for purchasing or operating the facilities. <br />attached as Appendix F. <br />1.7.1.4 Public Outreach Subcommittee <br />SB 3 authorized, but did not require, the EARIP Steering Committee to create other <br />subcommittees, as necessary. The bill suggests several possible subcommittees, including a <br />community outreach and education subcommittee. The Steering Committee created the Public <br />Outreach Subcommittee (POS) to inform and educate the public, public officials, and the media <br />about EARIP activities. The POS disseminates press releases, and reports its actions to the <br />Steering Committee. The subcommittee is charged with reflecting the interest of the EARIP as a <br />whole and not representing any single stakeholder position. <br />1.7.1.5 Ecosystem Restoration Subcommittee <br />The Steering Committee created the Ecosystem Restoration Subcommittee with the following <br />four charges: <br />To report to the EARIP at its July 9, 2009 meeting regarding the identified opportunities to <br />date for the development of options or potential implementation of the Comal River <br />restoration work by or through cooperation with the United States Army Corps of <br />Engineers (USACE). <br />To assess existing conditions and restoration needs for the Comal River, including <br />identification evaluation of restoration actions for the Comal River with an estimate of the <br />ecological effectiveness and cost of each option. <br />To consider opportunities for coordination with and eventual integration of the EARIP <br />process with restoration options currently proposed for the San Marcos River. <br />To submit its report on restoration options for the Comal and San Marcos rivers to the <br />Steering Committee and EARIP as soon as possible but no later than March 1, 2010. <br />Potential restoration actions were evaluated based on potential benefit to the listed species, <br />contribution to improved water quality, limited negative impacts, estimated cost, potential to <br />provide increased ecosystem resilience during critical periods, and other related criteria. <br /> <br />1-22 <br /> <br />
