HABITAT CONSERVATION PLAN Edwards Aquifer Recovery Implementation Program <br />modeling to evaluate flow regimes within the Comal and San Marcos Rivers necessary to <br />provide adequate protection of Covered Species during a repeat of the drought of record. The <br />conclusions of the Final Hardy Report (Hardy 2010) are also summarized in Section 4.4 and the <br />full report is attached as Appendix H. This report was peer-reviewed by the Science <br />Subcommittee and an independent panel of scientists assembled by Annear Associates, LLC. <br />The report of the peer review team is attached as Appendix I. <br />The EARIP also contracted with BIO-WEST to conduct a study on the development of <br />Environmental Restoration and Protection Areas at Comal Springs. BIO- <br />-WEST 2011). This report is attached as Appendix J. <br />To evaluate the effectiveness of the flow protection measures, the EARIP retained HDR <br />Engineering, Inc. and Todd Engineers (collectively HDR) to simulate the springflows at Comal <br />and San Marcos springs during the drought of record under baseline conditions and with <br />sequential addition of each element of the flow protection elements of the Phase I action to the <br />baseline conditions. The details of the model and the simulation results are set out in HDR, Inc. <br />Springflow Protection October <br />2011 (HDR 2011). This report is attached as Appendix K. <br />The EARIP contracted with Halff Associates, Inc. to prepare a study of the recreational impacts <br />to the protected species in the Comal and San Marcos springs ecosystems. (Halff Associates, <br />Inc. 2010). This report is attached as Appendix L. <br />Finally, the EARIP contracted with USFWS and BIO-WEST to conduct a pilot study to determine <br />the effectiveness of Melanoides tuberculatus removal on lowering drifting gill parasite numbers <br />in the Comal River. USFWS San Marcos National Fish Hatchery and Technology Center and <br />BIO- <br />on Densities of the Gill Parasite Centrocestus formosanus (Tremotada: Heterophyidae), <br />February 2011 (USFWS and BIO-WEST 2011). This report is attached as Appendix M. <br />1.7.3 Public Scoping Meetings <br />The USFWS held seven public scoping meetings throughout the region during the month of <br />April 2010 to receive public comment on intent to prepare an HCP and the <br />intent to prepare an EIS. These meetings were intended to provide the public with <br />opportunities to comment, as part of the NEPA process regarding the scope of the proposed <br />project and EIS.
