RESOLUTION 2011 -129 R <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, APPROVING GUIDELINES FOR THE PURPOSE OF <br />PROVIDING GREATER TRANSPARENCY, OPENNESS AND <br />COLLABERATION IN THE OPERATION OF CITY GOVERNMENT; <br />AND DECLARING AN EFFECTIVE DATE. <br />RECITALS: <br />1. Government functions best when it is open, inclusive, responsive and accountable <br />for its actions. Communities are strong when residents understand and participate in the civic <br />process, have access to good, clear information, and are able to place confidence in their public <br />officials. Openness in government is the basis for accountability, improved decision - making, <br />public trust, and informed participation. <br />2. The principle of open, transparent government reaches virtually every aspect of <br />the City of San Marcos' operations from the adoption of an ordinance to the posting of an annual <br />budget or the way the City disseminates information to citizens. <br />3. More openness can transform how government serves those who live, work and <br />invest in San Marcos. Clear procedures and accessible, easy -to- understand records and <br />information will promote the accountability of our public servants as they make decisions and <br />conduct the public's business and will invite participation of residents to collaborate in the <br />strengthening and governance of our City. <br />4. The City Council wishes to adopt guidelines, the purpose of which is to provide a <br />centralized focus for the City's ongoing efforts to provide greater transparency, openness and <br />collaboration. <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br />PART 1. The City Council hereby adopts the attached guidelines and strategies for <br />implementation to provide greater transparency, openness and collaboration on the operation of <br />City government. <br />PART 2. The City will continue to research best practices in the public and private <br />sectors. Based on this research, the City will continue to evaluate its processes and procedures to <br />achieve the intent of these guidelines. <br />PART 3. This Resolution shall be in full force and effect immediately from and <br />after its passage. <br />ADOPTED on October 18, 2011. <br />1 <br />
