RESOLUTION NO. 2011- 12 5 R <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, APPROVING INCENTIVES FOR ELECTRIC <br />UTILITY CUSTOMERS TO INSTALL DISTRIBUTED GENERATION <br />SYSTEMS SUCH AS WIND AND SOLAR GENERATED ELECTRICITY <br />SYSTEMS; ESTABLISHING A RATE FOR THE CITY TO BUY BACK <br />EXCESS ELECTRICITY GENERATED FROM SUCH SYSTEMS; AND <br />DECLARING AN EFFECTIVE DATE. <br />RECITALS: <br />1. The City seeks to encourage its electric utility customers to install distributed <br />generation systems that produce electricity through such means as wind and solar power by <br />providing incentives to City of San Marcos Electric Utility Division customers to install such <br />distributed generation systems and establishing a fair rate for the City to buy back excess <br />electricity generated by such systems. <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br />PART 1. All applicable permit fees shall be funded by the Electric Utility Division <br />for the installation of City approved and City Code compliant distributed generation systems by <br />City of San Marcos Electric Utility Division customers. <br />PART 2. Subject to available funding approved by the City Council, any City of San <br />Marcos Electric Utility Division customer that installs a City approved and City Code compliant <br />distributed generation system will receive an incentive payment from the City on a $3.00 per watt <br />basis, not to exceed $5,000.00 or 50% of the total installation cost. The reimbursement rate per <br />watt is subject to annual staff review and may be amended by the Director of the City's Public <br />Services Department. This incentive shall be limited only to a single new first -time system <br />installed after the date of this Resolution. No customer shall be entitled to additional incentive <br />payments for expansions or modifications to existing systems or for multiple independent <br />systems at a single platted lot. <br />PART 3. Subject to the reasonable procedures and processes as may be established <br />by the Director of the City's Public Services Department, the City shall purchase excess <br />electricity generated by a City of San Marcos Electric Utility customer's distributed generation <br />system at the same average rate that the City purchases electric power from its wholesale electric <br />power supplier(s) at such time. <br />PART 4. This Resolution shall be effective upon adoption. <br />ADOPTED on October 18, 2011. <br />
