<br />129. <br /> <br />INTERLOCAL AGREEMENT BETWEEN <br />THE CAPITAL AREA METROPOLITAN PLAi'{NING ORGA.l,LZA nON <br />Ai'ffi THE CITY OF SA.N IYL-\RCOS <br /> <br />TillS INTERLOCAL AGREEMENT ("Agreement") is made by and between the Capital Area <br />Metropolitan Planning Organization (hereinafter "CAMPO") and the City of San Marcos (hereinafter the <br />"C ity"). <br /> <br />WITNESSETH: <br /> <br />WHEREAS, CAMPO and the City are authorized to enter into this Agreement pursuant to the <br />provisions of the Interlocal Cooperation Act, Texas Government Code Section 791.001 et seq; and <br /> <br />WHEREAS, on February 7, 2000, the CAMPO Policy Advisory Committee authorized the <br />Chairman to negotiate and execute interlocal agreements with local public agencies and private <br />businesses for funding a peer review of transportation planning and decision making in the three-county <br />region; and <br /> <br />WHEREAS, the three-county region-which includes Williamson County, Travis County, Hays <br />County and greater metropolitan Austin-is integrated in terms of travel patterns, transportation needs <br />and air quality issues; and <br /> <br />WHEREAS, the Peer Review \vill independently ensure that the three-county region has a <br />quality multi-modal transportation plan to address mobility, congestion, air and water quality, and the <br />allocation of transportation resources; <br /> <br />NOW, THEREFORE, CAMPO and the City agree as follows: <br /> <br />1. OBLIGATION OF CAlVIPO <br /> <br />A. CAMPO will retain and mange a consultant to perform an independent review of regional plans <br />and transportation planning in the three-county area. <br /> <br />B. The Peer Review study will include: <br /> <br />L An evaluation of the region's transportation plans, planning processes, and decision-making <br />structures <br />2. A review' of the validity and consistency of transportation assumptions, methodologies, and <br />data <br />3. An assessment of the degree to \vhich regional plans and programs are integrated, <br />consistent, comprehensive and compatible <br />4. Recommendations for strengthening the comprehensive, multi-modal transportation <br />planning and decision-making process. <br /> <br />C. CAMPO will provide the City with a final report of the findings of the Peer Review study <br />approximately 145 days after the study contract is av,'arded. <br />
