88. RESOLUTION 2000 - 118 R A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE ALLOCATION OF 2000 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDING; APPROVING THE CONSOLIDATED PLAN FOR FISCAL YEARS 2000 THROUGH 2004; AUTHORIZING THE PUBLICATION OF THE CONSOLIDATED PLAN; AUTHORIZING THE CITY MANAGER TO ACT AS THE OFFICIAL REPRESENTATIVE OF THE CITY TO ACT IN MATTERS RELATED TO THE GRANT PROGRAM AND DECLARING AN EFFECTIVE DATE. RECITALS: 1 . The City has received notice from the U. S. Department of Housing and Urban Development (HUD) that entitlement funding has been approved under the Community Development Block Grant (CDBG) program for specific authorized programs for fiscal year 2000. 2. The San Marcos City Council has solicited extensive citizen participation in determining the use of the CDBG entitlement funds. 3. The City is required to approve a Consolidated Plan for the City for fiscal years 2000-2004 which is made up of an Action Plan and a Strategic Plan. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS: PART 1. The following allocation of 2000 CDBG funding in the total amount of $713,000.00 is approved: 1. Neighborhood Sidewalk Program $200,000.00 2. Housing Authority Buy Down Program $110,000.00 3. Parkland Acquisition of Green Space $ 33,000.00 4. Neighborhood Clean Up $ 50,000.00 5. Household Hazardous Waste Removal $ 25,000.00 6. ADA Accessible Playground $100,000.00 7. Greater San Marcos Youth Council (Van) $ 25,000.00 8. Hays-Caldwell Council on Alcohol and Drug Abuse (Genesis Program) $ 5,000.00 9. Southside Community Center (Van) $ 21,000.00 10. Hays-Caldwell Women's Center (Storage Unit) $ 12,000.00 11. San Marcos Youth Service Bureau (Drop-In Program) $ 12,000.00 12. Willie Mae Mitchell Center (Van) $ 20,000.00 13. Habitat for Humanity Property Acquisition $ 22,000.00 PART 2. The adoption and publication of the Consolidated Plan for fiscal years 2000-2004 is approved. PART 3. The City Manager, Larry D. Gilley, is designated as the official representative of the City and is authorized to act in all matters related to the submission of the final statement, amendments to the final statement, all understandings and assurances contained in the final statement and to provide additional information as required on behalf of the City. PART 4. passage. This resolution shall be in full force and effect from and after its ADOPTED this the 12th day of June ,2000.
