a. Existing nonresidential and multifamily uses that are proposing to <br />add greater than 5000 square feet of impervious cover. <br />b. Existing nonresidential and multifamily uses that expand more <br />than 50 percent of the building's originally constructed floor area. <br />C. Nonresidential and multifamily development that increases the <br />value of the site by more than 50 percent of the value of the lot, as <br />determined by the applicable County Appraisal District. <br />d. All nonresidential and multi - family development located partially <br />or completely on a lot within any of the following sensitive <br />environmental regions: <br />1. Over the Edwards Aquifer Recharg_ a or Contributing_ <br />Zones; <br />2. Within an Identified Floodwav, or Floodplain; <br />3. Within the San Marcos River Corridor; or <br />4. Wetlands or Jurisdictional Water. <br />(2) Development activities that do not meet the criteria above and do not <br />require a construction permit shall apply for a Site Preparation Permit but <br />will not be subiect to the requirement for an Engineer's seal. <br />(c) Exceptions. The requirements of a Site Preparation Permit do not apply in <br />whole or in part to the following activities or land uses: <br />(1) Clearing that is necessary only for surveying purposes <br />exemptions. <br />a.
