6. Invocation <br />Pastor John McComb with San Marcos Community Church provided the invocation. <br />7. Pledges of Allegiance - United States and Texas <br />Jorge Adrian Vasquez Lopez a 5th grade member of the Hernandez Ambassadors Club from <br />Hernandez Elementary led the assembly in the pledges of allegiance. <br />8.30 Minute Citizen Comment Period <br />Scott Gregson, 120 W. Hopkins Suite 200, spoke in support of the TIRZ downtown. He thanked <br />staff, Mr. Gaylord Bose, and the Downtown Association for the moving so quickly. Mr. <br />Gregson thanked Council for their leadership. <br />Tyler Carlson, 136 Hunters Glen Dr, spoke in regards to the Windemere project and the needed <br />protection of the river that is needed due to the size of the development. <br />Ted Breihan, 11.1 W. Hillcrest, provided Council with a written statement regarding the North <br />Campus Project. <br />Maxfield Baker, 1012 Haynes St, spoke in support of the banning of single use plastic bags. He <br />also notified Council of the Associated Student Government adopting a piece of legislation <br />supporting the ban as well. <br />9. Consider approval of the November 1. 2011 Regular Meeting Minutes. <br />10. Consider approval of Ordinance 2011 -58, on the second of two readings, amending <br />Chapter 86, Utilities, Article 5. Fees. Charges and Billing Procedures, Section 86.198 of the <br />San Marcos City Code to create an Electric Transformer Recovery Fee for Electric <br />Transformer Upgrades: includina Procedural provisions and declaring an effective date. <br />11. Consider approval of Resolution 2011 -136R adopting ethical and training standards for <br />Juvenile Case Managers employed by the City of San Marcos: providing for <br />implementation of said standards: providing for periodic review to ensure implementation <br />of the reauisite standards: and declaring an effective date. <br />12. Consider approval of Resolution 2011 -137R approving the purchase of advanced <br />metering infrastructure readv_residential electric meters and radio freauencv <br />communication nodes for commercial electric meters as a sole source procurement for the <br />Public Services Department, Electric Division, from Cannon Technologies. Inc. for <br />$191,_50.00; authorizing the Purchasing Manager to execute the approoriate purchasing <br />.documents on behalf of the city., and declaring an effective date. <br />13. Consider approval of Resolution 2011 -13SR approving an agreement between the City <br />and Klmlev -Horn and Associates, Inc. in an amount not to exceed $1,133.900.00 for the <br />provision of Professional Engineering Services In connection with the FM 2439 (Hunter <br />
