The City Council wishes to revise the City Code to provide for the appointment of alternate <br />members to the Planning and Zoning Commission. <br /> <br />~~g <br />~~ The Council's intent is that these alternate members will take office only in the event of a <br />~..... <br />~\f;jcancy on the commission, and only to fill the remaining term of a vacant position. <br />u~ <br />w.J 0) <br />U) <br />i::~ IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />umXAS: <br /> <br />SECTION 1. Section 2.091 of the City Code is amended as follows (underlining indicates <br />added language and o'/erstrike indicates deleted language): <br /> <br />Sec. 2.091. Membership; eligibility for appointment; term of office; trainin2 <br />Qualification requirements. <br /> <br />(a) The planning and zoning commission consists of nine regular members and two <br />alternate members. <br /> <br />(b) To be eligible for appointment and continued service on the commission, Af!ll of <br />the regular commission members except two will reside and own real property in the city~ -; <br />GQne of the remaining regular members will reside and own real property in the city's <br />extraterritorial jurisdiction, and the other remaining regular member will reside in the city or <br />the city's extraterritorial jurisdiction, and own real property in the city or the city's <br />extraterritorial jurisdiction. One of the alternate members will reside and own real property <br />in the city, and the other alternate member may reside and own property in the city's <br />extraterritorial iurisdiction. <br /> <br />( c) The council will seek to ensure broad representation and expertise in making <br />appointments to the planning and zoning commission. <br /> <br />(d) Three regular members of the planning and zoning commission are appointed in <br />August of each year for staggered three-year terms beginning in November of that year, with <br />one-third to be appointed each year on a continuing basis. The two alternate members are <br />appointed in August of each year, and are eligible to succeed to a vacant position as a regular <br />member of the commission beginning on November 1 st of that year and extending for a <br />period of one year, subiect to their qualification under the training requirements in subsection <br />(g). An alternate member who fills a vacancy in a position of a regular member will hold the <br />position for the remainder of its term. <br /> <br />( e) Alternate members are appointed for the purpose of filling vacancies in positions <br />of regular members of the commission. If such a vacancy occurs, and only one of the <br />alternate members is eligible to fill the vacancy, that alternate will automatically fill the <br />vacant position, upon being qualified under subsection (g). If both alternate members are <br />eligible, they will draw lots to determine who will fill the vacancy. An alternate member <br />does not have authority as a regular member, does not have a vote on the commission, and <br />does not have a right to participate in commission discussions except as a member of the <br />public. Alternate members may participate, however, in commission workshops. <br /> <br />(f) The council shall appoint eligible persons to fill vacancies in positions of alternate <br />members. Persons appointed to these vacancies serve the remainder of the term of the <br />alternate member they replace. If a vacancy occurs in a position of a regular member at a <br />time when no alternate member is currently eligible to assume the position, the council shall <br />
