RESOLUTION NO. 2011-141R <br />A RESOLUTION AUTHORIZING THE CITY MANAGER TO REPRESENT THE <br />CITY OF SAN MARCOS IN ITS APPLICATION FOR A GRANT FROM THE <br />TEXAS WATER. DEVELOPMENT BOARD FOR REGIONAL WATER SUPPLY <br />AND WASTEWATER PLANNING INCLUDING THE USE OF RECLAIMED <br />WASTEWATER; TO ENTER INTO A CONTRACT WITH THE TEXAS WATER <br />DEVELOPMENT BOARD IF AWARDED; COMMITTING MATCHING FUNDS IN <br />A NOT TO EXCEED AMOUNT OF $44,027.50 FUNDS FROM THE ADOPTED <br />FY2011 -12 CITY BUDGET; AND DECLARING AN EFFECTIVE DATE, <br />WHEREAS, The City of San Marcos is a home -rule municipality with all powers <br />enabled to it by the State Legislature under Chapter 51 of the Local Government Code; <br />and. <br />WHEREAS, The City of San Marcos provides water and wastewater utility <br />services for the public health and safety of the Citizens of San Marcos that are, in part, <br />dependent upon the reliability of water resources in South Central Texas; and, <br />WHEREAS, The City of San Marcos continues to play an active role in the <br />development of water supplies to meet the existing and future needs of the region; and, <br />WHEREAS, the City now desires to evaluate alternative water sources, including <br />the use of reclaimed wastewater, that will enhance the regional environment; and, <br />WHEREAS, the Texas Water Development Board offers grants to political <br />subdivisions of the State of Texas for the evaluation of the most feasible alternatives to <br />meet water supply facility needs, estimate the costs associated with implementing <br />feasible water supply facility alternatives, and identify institutional arrangements to <br />provide water supply services; and, <br />WHEREAS, the City of San Marcos recognizes the importance of conservation in <br />the use of groundwater from the Edwards Aquifer; and, <br />WHEREAS, the City of San Marcos recognizes the importance of managing <br />water quality in the San Marcos River Watershed; and, <br />WHEREAS, the City of San Marcos's Adopted FY 2011 -12 .Budget includes <br />funds which are dedicated for the purposes of evaluating reclaimed water as a water <br />source alternative; <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THIS <br />CITY OF SAN MARCOS THAT: <br />1) The City Manager is hereby authorized on behalf of the City to execute such <br />applications as are necessary to be made to the Texas Water Development Board <br />
