27. Consider approval of Resolution 2011 -150R concerning the proposed San Marcos <br />Texas Tax Increment Reinvestment Zone No. 5 in Downtown San Marcos; approving an <br />Interlocal Agreement between Hays County and the City of San Marcos providing for the <br />County to make payments to the City of seventy percent of the County's tax increment <br />revenues from increased property values in the zone; authorizing the City Manager to <br />execute this agreement on behalf of the City; and declaring an effective date. <br />MOTION: Upon a motion made by Council Member Thomason and a second by Council <br />Member Porterfield, the City Council voted (6) for and (1) abstained, Council Member Prather, <br />to approve Resolution 2011 -150R, as previously captioned. The motion carried unanimously. <br />28. Consider approval of Resolution 2011 -151R casting all of the City's 428 votes in favor <br />of Chris Jones to serve on the Hays Central Appraisal District Board of Directors for a two <br />year term commencing on January 1, 2012, and declaring an effective date. <br />MOTION: Upon a motion made by Council Member Porterfield and a second by Council <br />Member Terry, the City Council voted (7) for and (0) opposed, to approve Resolution 2011 - <br />151R, as previously captioned. The motion carried unanimously. <br />29. Consider approval of Resolution 2011 -152R casting votes allocated to the City of San <br />Marcos for appointment to the board of directors of the Caldwell County Appraisal <br />District; and declaring an effective date. <br />MOTION: Upon a motion made by Council Member Scott and a second by Council Member <br />Thomason, the City Council voted (7) for and (0) opposed, to approve Resolution 2011 -152R, as <br />previously captioned. The motion carried unanimously. <br />30. Hold discussion and provide direction to staff regarding Planned Development District <br />(PDD) requirements. <br />Following discussion, Council directed Staff to look at options for local preference in regards to <br />labor and materials within PDD requirements and bring this back on February 21, 2012. <br />31. Question and Answer Session with Press and Public. This is an opportunity for the Press <br />and Public to ask questions related to items on this agenda. <br />32. Adiournment. <br />MOTION: Upon a motion made by Council Member Scott and a second by Council Member <br />Becak, the City Council voted five (7) for and none (0) opposed, to adjourn the regular meeting <br />of the San Marcos City Council at 8:42 p.m. on Tuesday, December 6, 2011.
