Hold a Public Hearing to receive comments for or against Ordinance 2011 -66 <br />amending the Official Zoning May of the City by rezoning a 1.966 acre, more or <br />less, tract of land out of the J.M. Veramendi Survey No. 2. located at 1640 Aauarena <br />Springs Drive from "GC" General Commercial District to 'IMF-24" Multiple - <br />Family Residential District; and including procedural provisions; andconsider <br />Ordnance 2011 -66. <br />24. Hold a Public Hearing to receive comments for or against the creation of the <br />proposed San Marcos, Texas Tax Increment Reinvestment Zone No. 4 pursuant to <br />Chapter 311 of the Texas Tax Code in connection with the Paso Robles <br />Development at Hunter and Centerpoint Roads. <br />NON - CONSENT AGENDA <br />25. Ordinance 2011 -68, on the first of two readings, designating a contiguous <br />geographic area within the City of San Marcos in connection with the Paso Robles <br />Development at Hunter and Centerpoint Roads as a Reinvestment Zone for Tax <br />Increment Financing purposes pursuant to Chapter 311 of the Texas Tax Code: <br />creating a Board of Directors for such zone; containine findings and provisions <br />related to the foregoing subject; and providing a severability clause. <br />26. Resolution 2011 -142R concernine the proposed San Marcos, Texas Tax <br />Increment Reinvestment Zone No. 4 in connection with the Paso Robles <br />Development at Hunter and Centerpoint Roads; approvine an Interlocal Aereement <br />between Hays County and the City of San Marcos providing for the County to make <br />Payments to the City of ten percent of the County's Tax Increment Revenues from <br />Increased property values in the Zone; authorizing the City Manager to execute this <br />aereement on behalf of the City; confirming the City's intention to not annex the <br />subdivisions immediately adiacent to the Paso Robles Development and the City's <br />_willingness to enter into Development Aereements to defer annexation of said <br />subdivisions for a period of ten years; and declarine an effective date. <br />27. Resolution 2011 -143R concerning a Reimbursement Agreement with Carma <br />Paso Robles, LLC and a Preliminary Protect Plan and Reinvestment Zone <br />Financine Plan for the proposed San Marcos, Texas Tax Increment Reinvestment <br />Zone No. 4 in connection with the Paso Robles Development at Hunter and <br />Centerpoint Roads: authorizing the City Manager to execute the Reimbursement <br />Aereement on behalf of the Cily and other related matters: and declaring an <br />effective date. <br />28. Resolution 2011 -144R concernine the proposed San Marcos, Texas Tax <br />Increment Reinvestment Zone No. 5 in the Downtown San Marcos Area: approving <br />an Interlocal Aereement between Hays County and the City of San Marcos <br />
