residential facilities to reduce energy demand, and non -toxic materials and low <br />VOC paints that promote healthy indoor air quality. <br />11. The exterior construction of buildings within the Project Site shall be consistent <br />with and similar to the Conceptual Sketch included in Exhibit C. Alternative <br />design standards may be utilized upon review and approval by the Director of <br />Development Services and the Director of Development Services or his/her <br />Designee at the time of site planning. Any decision of the Director of <br />Development Services and the Director of Development Services or his/her <br />Designee may be appealed to the Planning and Zoning Commission. <br />6.04 Parkland Dedication <br />The Project Site proposes the payment of a fee -in -lieu of parkland dedication <br />meeting the requirements of the City of San Marcos along with the development of <br />a 16,000 -sf courtyard for use by the residents. <br />In accordance with the City of San Marcos LDC, parkland dedication is required <br />and proposed as follows: <br />Five (5) acres X 174 units X 2.0 residents per units _ 1,000 which equal 1.74 acres <br />of parkland dedication required. This equates to a payment of $45,675 fee -in -lieu <br />of parkland dedication. <br />6.05 Environmental & Water Quality Standards <br />On -site water quality and detention measures to control stormwater runoff will be <br />required with the development of this site in accordance with the City of San <br />Marcos LDC. This project will adhere to a minimum of 85% TSS removal of any <br />increase in pollutant load, and no construction shall begin until all required City <br />Plan are approved and a SWPPP is prepared. The 85% TSS removal of the any <br />increased pollutant load will be accomplished utilizing a TCEQ- approved BMP as <br />defined by the TCEQ Document RG -348, as amended, City of Austin approved <br />BMP measures, or other BMP measures approved by the City of San Marcos <br />Director of Development Services or his /her Designee. All BMP's shall be <br />designed and maintained by the property owner to achieve the performance <br />standard of 85% TSS removal of any increased pollutant load. Approved vegetative <br />buffers and filters shall not include invasive plant species. <br />This site shall comply with the City of San Marcos LID technical guidance manual. <br />LID techniques allow for greater development potential with less environmental <br />impacts through the use of smart designs and advanced technologies that achieve a <br />better balance between conservation, growth, ecosystem protection, public health, <br />and quality of life. <br />Prior to beginning, any construction activities on the Project Site, temporary erosion <br />and sedimentation controls shall be installed. The type and adequacy of the erosion <br />and sedimentation controls shall be subject to approval of the Director of <br />14 <br />
