On roll call the following vote was recorded: <br /> <br />I <br /> <br />AYE: <br /> <br />Diaz, Guerrero, Narvaiz and Taylor. <br /> <br />NAY: Mihalkanin, Thomaides and Bose. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Narvaiz introduced for consideration a public hearing and adoption <br />of a Zoning Ordinance, the caption which was read as follows: <br /> <br />I <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY ASSIGNING INITIAL <br />ZONING OF "ZL" ZERO LOT LINE DWELLING DISTRICT (LOW DENSITY) FOR <br />SEVEN TRACTS OF LAND TOTALING 231.485 ACRES, "P" PUBLIC AND <br />INSTITUTIONAL DISTRICT FOR FIVE TRACTS OF LAND TOTALING 37.905 <br />ACRES, "LB" LIMITED BUSINESS DISTRICT ON TWO TRACTS OF LAND <br />TOTALING 7.010 ACRES, AND "R-1" SINGLE-FAMILY DWELLING DISTRICT <br />(LOW DENSITY) ON SIX TRACTS OF LAND TOTALING 194.37 ACRES, ALL <br />LOCATED WITHIN THE PROPOSED BLANCO VISTA SUBDIVISION NEAR THE <br />INTERSECTION OF POST ROAD AND OLD STAGECOACH ROAD; INCLUDING <br />PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. <br /> <br />Mayor Narvaiz opened the public hearing and asked if anyone wished to <br />speak. 1) Bill Hale encouraged the Council to approve this zoning <br />amendment. Mayor Narvaiz asked if anyone else wished to speak. No one <br />did, so Mayor Narvaiz closed the public hearing. Mr. Bose inquired as to <br />the Zero Lot Line zoning. Carol Barrett, Director of Planning and <br />Development, stated the Zero Lot Line zoning is a Low Density zoning <br />designation, which allows up to six units to be built per acre. She <br />stated these are Single-Family homes similar to patio homes. Mr. Bose <br />inquired whether a section of this property located on the new Old <br />Stagecoach Road is in the City or County. Ms. Barrett stated the new <br />section of Old Stagecoach Road is in the County. She also stated the <br />developers will be paying a fee in lieu of parkland dedication. Mr. <br />Bose inquired to the 50' easement and the 200' buffer located on the <br />map. Ms. Barrett stated this is a gas line easement, which will remain <br />undeveloped open space.
