Attachment A <br />Scope of Work for Authorization of Change in Services No. 2 <br />Detailed Energy Audit and Energy Audit Report Project <br />L CONSUL'TANT'S SERVICES <br />Task A - Design and Implementation: <br />The Consultant will: <br />1. Coordinate with the City in all services performed in accordance with this scope of work. <br />2. Provide input to City staff regarding best project delivery method for each group of <br />Energy Cost Reduction Measure (ECRM) approved projects /measures identified in this <br />Attachment A. <br />3. Field verify existing utilities with City assistance. Included in this scope is the <br />Consultant's provision of an environmental engineer who will provide the City with a <br />written report recommending action to be taken with regard to ECRM 33.11 (treatment <br />plant blower and controls upgrade project). <br />4. Develop documents and details as required for each bid package or request for proposal <br />as applicable. <br />5. Provide the following implementation services: <br />a. Bidding Services <br />During the bidding phase for these projects, as necessary, the Consultant will: <br />(1) Assist the City in the distribution of the bid documents to prospective bidders and <br />the issuance of addenda (if any) following City's prior approval. <br />(2) Assist the City in obtaining bids, tabulating bids, preparing bid tabulation forms, <br />and in awarding the contract for projects following the City's approval of the <br />contract documents and of the latest detailed final cost estimate of the Project. <br />(3) Assist the City by attending the pre -bid conference with potential bidders. During <br />the pre -bid conference, the Consultant will describe the scope of work; answer <br />pertinent questions of potential bidders and City staff address requests for <br />additional information and make all necessary clarifications and interpretations of <br />the contract documents. <br />(4) Assist the City in reviewing all bids, the Statement of Bidder's Qualifications, <br />financial statements of bidders, lists of bidders' proposed subcontractors, and all <br />other documents required to be submitted with the bids for responsiveness and for <br />bid amount. Consultant will also verify through reasonable investigation the <br />financial and perfonnance history documentation submitted by the low bidder and <br />second low bidder, and their references. The City will provide copies of all of the <br />bid documents to the Consultant within one day from the date of receipt of bids. <br />0 <br />
