<br />10. <br /> <br />Regular Meeting <br /> <br />October 25, 2004 <br /> <br />Page 10 <br /> <br />Director of Parks and Recreation Department, introduced Mary Michael Stump <br />and Linda Kelsey Jones. Mr. Cobb stated this project began over twelve <br />months ago. He stated this Sculpture Garden has gone before the Library <br />Board and the Parks and Recreation Advisory Board, which have approved the <br />location and recommended the project be provided to the Council for <br />consideration. Mary Michael Stump stated she is a free-lance designer in <br />business with her husband and the Gallery Director at Texas State <br />University. She provided the Council handouts of an aerial perspective, a <br />plan view and a sample of the proposed permanent art. She stated there are <br />three permanent pieces of art that have already been considered and <br />approved for purchase for the sculpture garden. She stated the groups <br />which have already collaborated with this project are the San Marcos Area <br />Arts Council, the San Marcos Convention and Visitors Bureau, the San <br />Marcos Parks and Recreation Department, the Parks and Recreation Board, <br />the Heritage Foundation, the Friends of the Library, the San Marcos Arts <br />Commission and Texas State University. Marty Stump stated he is a <br />Landscape Architect and has been practicing for fifteen years. He stated <br />this proposed site has an opportunity to create a civic garden space as a <br />connection both visually and practically between the Activity Center and <br />the Library building. He stated this design will utilize the materials <br />and the architecture that are currently on both buildings. He also stated <br />the site also provides the opportunity for tree planting in the Memorial <br />Tree Program and a pedestrian space for people to enter, linger and to <br />view the artwork. He stated the design also features a pronounced <br />pedestrian crossing across the entrance from the Activity Center to the <br />garden space. He stated the cost estimations for the garden space is ln <br />the neighborhood of $100,000.00. Mary Stump stated Linda Kelsey Jones <br />with the San Marcos Area Art Council wrote a grant to the National <br />Endowment of the Arts and received $10,000.00, which a portion was used <br />for the design fee to generate the schematic plan and the remaining <br />portion of the grant will go towards the purchase of the permanent art. <br />She stated the Arts Commission has allocated $6,500.00 and the Convention <br />and Visitors Bureau has allocated $1,500.00. She stated the Heritage <br />Society has agreed to buy the trees in front of the garden for the <br />Memorial Tree Program. Mr. Diaz inquired as to the sculptures, which are <br />shown in the proposed project. Ms. Stump stated those particular <br />sculptures have already gone through the approval process of the Arts <br />Commission, the Parks and Recreation Board and the Convention and Visitors <br />Bureau. Mr. Thomaides stated he feels this is a good project and he looks <br />forward to discussing it further. He also stated he hopes the Council <br />will follow the process of the pending permanent public art Ordinance. <br />The Council agreed by consensus for this proposed project to follow the <br />pending permanent art Ordinance. <br /> <br />I <br /> <br />I <br /> <br />Mayor Narvaiz introduced a discussion regarding the moratorium on Downtown <br />"Restricted" Alcoholic Beverage Specific Use Permits and direction to <br />staff. Mr. Thomaides stated at the last meeting the Council adopted a <br />moratorium at the request of the Downtown Association. He stated he felt <br /> <br />I <br />
