She stated regarding the infill development incentives, <br />IShe feels the incentives should be offered only for site-built homes. She <br />encouraged the Council to not allow modular or manufactured homes to be <br />eligible for this. She also encouraged the Council to not agree to the <br />Mitchell Center's proposition. She stated she feels the Mitchell Center <br />has proven to be unreliable with information concerning their financial <br />status. She also inquired as to weakening the original Resolution for <br />Environmental Assessment to extent reasonable and the downgrade from a <br />definitive Renaissance Hotel to an Embassy Suites. 8) Tom McNair stated <br />he wished to speak regarding Item 18, adoption of the Hotel/Conference <br />Center MOU. He stated he is against this project. He stated the Council <br />does not need to vote on this project tonight. He stated he is against <br />this proj ect for three reasons: (1) because it is not necessary, (2) <br />because it will cost a lot of money and, (3) because it is a risk to the <br />citizens of San Marcos. He encouraged the Council to allow the citizens <br />to vote on this project. 8) Fred Terry stated he wished to speak <br />regarding Item 18, adoption of the Hotel/Conference Center MOU. He stated <br />he supports the Hotel/Conference Center. 9) Bill Cunningham stated he <br />wished to speak regarding Item 18, adoption of the Hotel/Conference Center <br />MOU. He stated all big Economic Development projects are discussions in <br />Executive Session, and as soon as it is feasible to make it public, the <br />Council held a big public hearing attended by citizens from all around San <br />Marcos. He stated he feels the comments about the railroad job are <br />lunfounded since the Council is still talking about the project five months <br />after the first public hearing. He stated he feels the Council is taking <br />their time with this project, because the Council is trying to get all the <br />facts on this project. He stated he feels San Marcos is lagging behind <br />the rest of the I-35 Corridor in Economic Development and job creation and <br />social equity. He stated he also feels the Council has spent countless <br />hours in Executive Session pouring over figures and facts and arriving at <br />this Memorandum of Understanding, and the Council should vote on this <br />project. 10) Mr. Rascoe stated he wished to speak regarding Item 18, <br />adoption of the Hotel/Conference Center MOU. He stated he is the <br />President of the Downtown San Marcos Association. He encouraged the <br />Council to vote for the Memorandum of Understanding with John Q. Hammons <br />and to go forward with this proposed project. He stated San Marcos is a <br />City of nearly fifty thousand people and a site of a major University, and <br />we do not currently have a Conference Center for more than fifty people to <br />meet. He stated he also feels San Marcos does not currently have a quality <br />hotel, and the City is losing business because of that. He stated if the <br />City was building a Civic Center, this would cost the taxpayers millions <br />of dollars. With this project the taxpayers would get a Hotel along with a <br />Conference Center. He stated if he felt this project would harm the <br />river, then he would be against this project. 11) Gina Fulfer stated she <br />I wished to speak regarding Item 18, adoption of the Hotel/Conference Center <br />MOU. She stated she is the Chair of the San Marcos Area Chamber of <br />Commerce. She stated she supports this MOU. She stated she feels the <br />development and economic growth of the Central Texas Corridor is <br />
