Mayor <br />Narvaiz also stated Tax Anticipation Notes allow a reduced-cost in the I <br />beginning of the project, and the City can explore the option to refinance <br />the project in 4 or 5 years. On roll call for adoption of the Resolution, <br />the following vote was recorded: <br /> <br />AYE: Diaz, Guerrero, Mihalkanin, Narvaiz and Taylor. <br /> <br />NAY: Thomaides and Bose. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Narvaiz introduced a public hearing to receive input regarding the <br />City of San Marcos general election date (City's current election date: <br />1st Saturday in May. State law authorizes change to 1st Tuesday after 1st <br />Monday in November). Mayor Narvaiz opened the public hearing and asked if <br />anyone wished to speak. 1) Tom Wassenich encouraged the Council to retain <br />the May election date. He stated he feels a November election date will <br />create a partisan election. Mayor Narvaiz asked if anyone else wished to <br />speak. No one did, so Mayor Narvaiz closed the public hearing. <br /> <br />Mayor Narvaiz introduced a public hearing regarding an annexation <br />Ordinance, the caption which was read as follows: I <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 160.41 ACRES, MORE OR <br />LESS, LOCATED IN THE 3500-4300 BLOCKS OF HUNTER ROAD (HUNTER'S <br />HOLLOW); APPROVING A SERVICE PLAN FOR THIS TRACT; INCLUDING <br />PROCEDURAL PROVISIONS; AND DECLARING AN EMERGENCY. <br /> <br />Mayor Narvaiz opened the public hearing and asked if anyone wished to <br />speak.
