<br />A. The City may abate taxes on the increase in value of real property improvements <br />and eligible personal property. The level of abatement shall be based upon the extent to <br />which the busmess receiving the abatement creates jobs for qualified employees, in <br />accordance with the City's Economic Development Incentives Policy, and with qualified <br />employee being defined by the Act. <br /> <br />B. The City may defer compliance with the subdivision and development ordinances <br />or rules, other than those relating to streets and roads or sewer or water services, of city. <br /> <br />C. The City may give priority to the zone for the receipt of: <br /> <br />1) industrial revenue bonds; or <br /> <br />2) funds received under the federal Job Training Partnership Act (29 U.S.c. <br />Section 1501 et seq.); <br /> <br />D. The City may adopt and implement a plan for police protection; <br /> <br />E. The City may amend the zoning ordinances of the city, to promote economIC <br />development; <br /> <br />F. The City may establish permitting preferences for businesses; <br /> <br />G. The City may establish simplified, accelerated, or other special permit procedures <br />for businesses in the zone; <br /> <br />H. The City may waive building permit fees; <br /> <br />I. The City may, in issuing housing finance bonds, give priority to persons or projects <br />in the zone; or <br /> <br />1. The City may, in providing services, give priority to local economic development, <br />educational, job training, or transportation programs that benefit the zone. <br /> <br />SECTION 3. Any block group within the City that has a poverty rate of at least 20%, <br />as determined by the u.s. Census Bureau during each decennial census is a state enterprise <br />zone. The enterprise zone areas within the City are reinvestment zones in accordance with the <br />Texas Tax Code, Chapter 312. <br /> <br />SECTION 4. The City Council directs and designates the City Manager as the City's <br />liaison to communicate and negotiate with the EDT through the state Economic Development <br />Bank and enterprise project(s) and to oversee zone activities and communications with <br />qualified businesses and other entities in an enterprise zone or affected by an enterprise <br />project. <br /> <br />SECTION 5.
