29, <br /> <br />RESOLUTION NO. 2003- 22 R <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS ENCOURAGING THE RECOGNITION OF <br />"MATRICULA CONSULAR" IDENTIFICATION CARDS ISSUED <br />BY THE MEXICAN CONSULATE; AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />RECITALS: <br /> <br /> i. Many Mexican innnigrants are fearful of reporting crimes to the police becanse they do not <br />possess proper identification. <br /> <br /> 2. Many Mexican immigrants have difficulty conducting daily routine business transactions, <br />including check cashing, video rental, and store layaway purchases because, among other things, they do <br />not possess proper identification. <br /> <br /> 3. In 46 communities across the United States, including San Antonio and Austin, the Mexican <br />Consulate issues identification cards entitled "matricula consular" to Mexican citizens with a birth <br />certificate and proper photo idantification who have been residing in the United States for at least six <br />months. <br /> <br /> 4. Financial institutions and retail establishments are beginning to accept the "matricula consular" <br />as legal identification. <br /> <br /> 5. The City CotmciI wishes to encourage City offices, and private businesses in the City, to accept <br />the "matricula consular" as identification when permissible and appropriate trader the circumstances. <br /> <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br /> <br /> PART 1. The City Council encourages ali City offices, and private businesses in the City, to <br />recognize and accept a "matricula consular" identification card issued by the Mexican Consulate as valid <br />personal identification when permissible and appropriate under the circumstances. <br /> <br />PART 2.
