<br />123. <br /> <br />Regular Meeting <br /> <br />November 22, 2004 <br /> <br />Page 11 <br /> <br />Mayor Narvaiz introduced a discussion regarding parking on Hutchison <br />IStreet. Mr. Thomaides stated he requested this discussion in response to <br />the downtown merchants parking complaints. He stated the downtown <br />businesses feel the parking spaces in front their stores are being used by <br />University students instead of customers. He stated he feels the <br />Ordinance regarding the downtown parking should be changed from a two hour <br />limit to a one hour limit. Mr. Mihalkanin stated he feels the Council <br />should receive a recommendation from the Parking Advisory Board. Kelly <br />Franks, Director of Main Street, stated the Chairman Kyle Maysel, has <br />informed her that the Parking Advisory Board would agendize this <br />discussion and provide a recommendation to the Council. The Council <br />agreed by consensus for the Parking Advisory Board to review the downtown <br />parking and make recommendations to the Council. <br /> <br />Mayor Narvaiz introduced a discussion regarding setting dates for the <br />Budget Visioning Workshop (proposed date: Friday, January 28, 2004) and <br />the Budget Policy Statement Workshop (proposed date: Friday, February 25, <br />2004). The Council agreed by consensus to hold the Budget Visioning <br />Workshop on Friday, January 28, 2004 and the Budget Policy Statement <br />Workshop on Friday, February 25, 2004. <br /> <br />Mayor Narvaiz introduced the City Council's Report. 1) Mr. Taylor stated <br />he attended the Main Street meeting, which was held in Georgetown, Texas. <br />IHe stated a presentation of Georgetown's Downtown Master Plan was provided <br />at the meeting. He stated he feels this is a nice framework for San <br />Marcos to follow. 2) Mayor Narvaiz stated a Clergy Breakfast was held <br />Wednesday. She stated forty-two Clergy attended the Breakfast. 3) Mayor <br />Narvaiz thanked the McCoy family for the donation of the land for the <br />Texas State University site in Round Rock. 4) Mayor Narvaiz stated she <br />would not be holding the Mayor's Coffee this Wednesday. 5) Mayor Narvaiz <br />wished everyone a wonderful Thanksgiving. <br /> <br />Mr. Taylor moved the Council reconvene the 6:00 p.m. Workshop at 9:40 p.m. <br />and Mr. Mihalkanin seconded the motion, which passed unanimously. <br /> <br />Mr. Mihalkanin moved the Council adjourn the Workshop at 10:35 p.m. and <br />Mr. Thomaides seconded the motion, which passed unanimously. <br /> <br />Mayor Narvaiz introduced an Executive Session pursuant to the Government <br />Code, Section 551.071, to seek the City Attorney's advice regarding <br />pending litigation, contemplated litigation, a settlement offer, or a <br />matter involving attorney-client privilege (City vs. Mitchell Center); <br />Section 551.074, to discuss evaluation of public officers (City Manager, <br />City Attorney, City Clerk, Municipal Court Judge); and duties of a public <br />IOfficer (City Manager). Mr. Taylor moved the Council adjourn into <br />Executive Session at 10:36 p.m. and Mr. Guerrero seconded the motion, <br />which passed unanimously. <br />
