<br />I <br /> <br />I <br /> <br />I <br /> <br />(1) Advise the city manager and the city council concerning future development of <br />the public parks, playgrounds and recreational facilities of the city; <br /> <br />(2) Study and recommend the purchase of additional land and sites therefor; ami <br /> <br />(3) Advise the city council concerning improvements in the maintenance, operation <br />and general welfare of public parks, playgrounds and recreational facilities and the use of the <br />public parks, playgrounds and recreational facilities by the public; and <br /> <br />(4) Make recommendations to the city council for proposed locations for permanent <br />display art. The city council will make the final decision on locations for permanent display <br />art. <br /> <br />(c) With reference to the development of any new parks and playgrounds, the parks and <br />recreation board will review and approve general plans for park development, which will be <br />submitted to the city planning and zoning commission and the department of public works <br />for detail development, and then submitted to the city council for adoption or change as may <br />be advisable. <br /> <br />SECTION 3. If any word, phrase, clause, sentence, or paragraph of this ordinance is held to <br />be unconstitutional or invalid by a court of competent jurisdiction, the other provisions of this <br />ordinance will continue in force if they can be given effect without the invalid portion. <br /> <br />SECTION 4. All ordinances and resolution or parts of ordinances or resolutions in conflict <br />with this ordinance are repealed. <br /> <br />SECTION 5.
