<br />I <br /> <br />I <br /> <br />I <br /> <br />Sector One <br /> <br />Chapter 3 - Tomorrow <br /> <br />SECTOR ONE <br />Chapter 3 - Tomorrow <br /> <br />Introduction <br /> <br />The first step in the San Marcos Horizons sector planning process was to identify the <br />characteristics of Sector One and to understand the existing conditions that have shaped <br />the area into what it is today, Secondly, stakeholder meetings helped to identify the key <br />issues and challenges in the Sector. The next step in the sector planning process involves <br />defining a vision for the future and development of a future land use plan. <br /> <br />The Sector One future land use plan lays out suggested patterns of land use based on <br />concerns and desires of the stakeholders, adopted policies of the city's master plan, and <br />sound urban planning principles, The future land use plan designates proposed future <br />general distribution, location, character, and extent of the uses of land for housing, <br />business, industry, agriculture, recreation, open space, education, public buildings, other <br />public facilities, and other categories of the public and private uses of the land. The land <br />use patterns in Sector One have a major influence on transportation, energy consumption, <br />property values, compatible or conflicting adjacent land uses, and possibilities for future <br />growth, <br /> <br />The future land use plan serves to guide decisions by the Planning and Zoning <br />Commission and the City Council over public and private development proposals, The <br />future land use plan also lays the foundation for zoning and subdivision regulations' <br />which implement the future land use plan. This chapter, "Sector One Tomorrow" <br />describes the contents of the future land use plan, and includes related recommendations <br />for community character and transportation facilities, <br /> <br />DRAFT: September 13, 2004 <br /> <br />3-1 <br />
