The extent of the dutIes, responsibilities and limitations of authority of the Engineer as the City's representatIve dunng construction wIll not be modIfied or extended after the construction contract documents have been authonzed by the City to be competItively bid WIthout wntten consent of the City and the Engineer and with notice to the Contractor. 1.7 ADDITIONAL SERVICES 1.7.1 The City may dIrect the Engineer to perform services outSIde of the scope of the BaSIC Services described in Sections 1.1 through 1.6 above The EngIneer will submIt a wntten estimate of fees to the City and obtain the CIty's authorization before 1I11tlatll1g any additIOnal servIces. The Basic ServIces detailed above do not include any of the folJowll1g AdditIonal ServIces' a) ObtaIning rights-of-entry onto property In the ProJect area. b) FIeld survey of the boundarIes of designated parcel easements c) Relocations of existing utilIties. d) Change in pIpeline alignment after Phase 1 DeSIgn ServIces. e) Services of a full-time, on-site resident proJect representative for the on-site observation of constructIon. f) Re-staking after initIal stakIng for design or constructIOn phases g) Assistance to the City as an expert witness in any litigation with third partles ansll1g from the development or constructIOn of the Project. 8
