She stated she feels this could corne <br />back to the City Council before the end of the year for approval, and then I <br />the agreement would then go before the Texas Department of Transportation <br />Commission. Mr. Thomaides inquired as to the amount of money the City <br />borrowed for this project. Ms. Anderson stated the City borrowed money <br />for this project in two issuances. She stated the first time this project <br />was funded for $700,000.00 was through the Interest Proceeds, and then the <br />following year the City Council approved an additional eight hundred <br />thousand dollars, which was sold with the Certificates on Obligations of <br />the Clovis Barker Road project. The Council agreed by consensus to send a <br />letter to TxDOT General Counsel emphasizing the priority and funding that <br />is in place for this project. Mr. Mihalkanin inquired how the timing of <br />the equipment would be figured. Ms. Anderson stated during the <br />Transportation Master Plan, the City did some specific analysis, traffic <br />counts and turning movements of critical intersections. She stated that <br />was provided to the contractors working for TxDOT to help the City corne up <br />with initial timings. She stated the City will be able to adjust the <br />timing of critical intersections when the conditions change. She also <br />stated the pedestrian signal's timing has also been brought up. She <br />stated TxDOT's consultants informed her that the timing is set to when the <br />signal starts flashing the pedestrian has enough time to get completely <br />across the intersection. She stated the additional cost of installing the <br />countdown pedestrian signals has not been investigated. Mr. Mihalkanin I <br />stated he feels most the designated crosswalks need to be painted and <br />pedestrian signage issues need to be addressed. Ms. Anderson stated the <br />City Council could consider using a paved stone material or a different <br />color integrated within the pavement. Mr. Guerrero inquired whether the <br />computerized system would be operating off a tower behind the City <br />Administration Building. Ms. Anderson stated the computerized system <br />will be linked by radio from an antenna located near the City's water <br />tower and another smaller antenna on top of the Municipal Building. Mr. <br />Mihalkanin inquired whether the City has a say in the planning of the <br />intersections with the lights and the synchronizing. Ms. Anderson stated <br />the City will have a say in the planning of the intersections with the <br />lights and the synchronizing. Mr. O'Leary stated they will make <br />suggestions of the sequencing, but the City will have the control. <br /> <br />Mayor Narvaiz introduced the City Council's Report. Mayor Narvaiz stated <br />the Blue Ribbon Bond Committee will be holding a meeting on September 30, <br />2004. She stated only three members or less of the City Council can <br />attend. <br /> <br />The Executive Session was completed during the Special Council Meeting <br />held at 6:00 p.m. on September 27, 2004. <br /> <br />The meeting adjourned at 9:32 p.m. on motion made by Mr. Taylor and <br />seconded by Mr. Diaz. <br /> <br />I <br />
