The EDC Board shall be responsible for reviewing and making a recommendation to the <br />City Council on approval of the budget for this Contract and for any extension or renewal of this <br />Contract. <br /> <br />C. The EDC Board shall authorize expenditures ofEDC funds by the Chamber and EDC in <br />conformity with the budget approved by the City Council and attached to this Agreement as Exhibit <br />B. This budget contains an itemization of costs to be separately incurred by the EDC and the <br />Chamber during the year, including without limitation costs for office space, employees, equipment, <br />supplies, travel expenses and vehicles. <br />D. The EDC Board shall monitor expenditures ofEDC Funds provided to the Chamber and <br />EDC by the City under this Contract for conformity to the budget. The Chamber shall provide to the <br />EDC Board an itemized monthly report of the Chamber's expenditures ofEDC Funds to facilitate <br />review by the EDC Board <br />E. Purchases made with EDC funds which exceed $1,000 in amount shall be made from the <br />low responsible bidder, and at least three bids shall be obtained for each such purchase. Purchases <br />with EDC funds shall not be restricted to Chamber members. EDC Board members shall disclose <br /> <br />any private interests they have in matters coming before the EDC Board for decision when action on <br />the matter may have a special economic effect on those interests, and they shall abstain from the <br />discussions and votes on those matters. <br /> <br />F. The EDC shall not discriminate against any person, firm or organization in connection <br />with this Agreement on the basis of ability to pay, age, sex, disability, race, nationality, or religion. <br />G. The EDC shall not assign any interest in this Agreement nor delegate the performance of <br />any of its duties without the prior written consent of the City and Chamber. <br />H. Economic Development Performance Measures. The following measures will be used <br />by the EDC and by the City Council to evaluate the success ofthe Chamber's performance under this <br />Agreement. This data should be presented in a single bound annual performance report submitted <br />when the proposed budget for the succeeding fiscal year is submitted for City Council review. <br /> <br />Page 4 <br />
