<br />the City staff in accordance with the regulations and ordinances in effect prior to the period of I <br />suspension. An application will not be deemed to be filed unless and until it has been <br />determined by the Planning and Development Department staff to contain or be accompanied by <br />all required application information, and all applicable fees have been paid. <br /> <br />SECTION 4. This ordinance is enacted as a temporary measure only, for the purpose of <br />preserving the status quo during a period in which changes to current City regulations may be <br />considered. This ordinance is not intended, and shall not be construed, as an amendment to the <br />City's zoning regulations. <br /> <br />SECTION 5. If any word, phrase, clause, sentence, or paragraph of this ordinance is <br />held to be unconstitutional or invalid by a court of competent jurisdiction, the other provisions of <br />this ordinance will continue in force if they can be given effect without the invalid portion. <br /> <br />SECTION 6. All ordinances and resolution or parts of ordinances or resolutions in <br />conflict wIth this ordinance are repealed to the extent and for the period of time needed to give <br />this ordinance effect. <br /> <br />SECTION 7. Any person violating any prOVlSlon of this ordinance commits a <br />misdemeanor and is subj ect to the penalty provided in Section 1. 0 15 of the San Marcos City <br />Code upon conviction. <br /> <br />SECTION 8.
