<br />I <br /> <br />I <br /> <br />I <br /> <br />What is the difference between the <br />Transportation Master Plan and the Thoroughfare Plan? <br /> <br />The Transportation Master Plan is a detailed plan that provides a framework for <br />development of an efficient transportation system. This detailed plan includes: <br />. an inventory of the current transportation system based on functional <br />classification (expressways, arterials, collectors, and local roads); <br />. development of a citywide traffic model projecting travel demand; <br />. an analysis of potential system improvements and impacts, including traffic <br />impacts, costs, and environmental/land use impacts; <br />. recommended roadway improvements for the short-term (2005-2010), <br />intermediate-term (2010-2015), 10ng-term (2015-2025), and those beyond <br />2025; <br />. a Bicycle and Pedestrian PIan that identifies deficiencies and recommends <br />system improvements for better bicycle and pedestrian accommodation; <br />and <br />. a Financial Plan that estimates the cost of recommended improvements and <br />identifies funding sources. <br /> <br />The Thoroughfare Plan is the general plan for guiding transportation <br />improvements in the City, particularly roadway expansions, extensions, or <br />new facilities. The primary objective of the plan is to ensure the appropriate <br />alignments of roadways and the reservation of adequate right-of-way. The <br />Thoroughfare PIan is coordinated with the Future Land Use Plan and provides <br />a mechanism for roadways expansions and new roadways as property is <br />developed. This plan includes: <br />. a listing of proposed projects by functional classification (this is the same as <br />the project lists within the Transportation Master PIan, except it does not <br />break them down by time period); <br />. transportation goals and policies that link transportation planning with the <br />overall commrmity goals of the City's comprehensive plan - the Horizons <br />Master Plan; and <br />. an implementation and action pIan that identifies specific actions, including <br />changes to the land development code, that are needed to reach the goals of <br />the pIan. <br /> <br />In short, the Thoroughfare Plan sets the overall vision for the future of <br />transportation in the City, based on the goals established in the Horizons Master <br />Plan, and the Transportation Master Plan is the detailed teclmical analysis that <br />results in recommended transportation system improvements.r <br />Planning and Development Services Department <br /> <br />Updated: September 17, 2004 <br />
