<br />BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TE XAS ~ <br /> <br />SECTION 1. That the Mayor of the City of San Harcos, Texas, <br />Emmie Craddock, be, and she is hereby, authorized to execute a <br />Special Warranty Deed in substitution for the Special Warranty <br />Deed to Scheib Opportunity Center, Inc., executed by her on <br />November 5, 1981, and authorized by ordinance of the San Marcos <br />City Council, adopted October 29, 1981. <br /> <br />SECTION 2. That said Special Warranty Deed shall restrict <br />use of Lots 381, 382, 383 and 384 in Block Fifteen (15) of <br />the Westover Addition to the City of San Marcos, Texas, to <br />the following: <br /> <br />a. To promote the general welfare of the mentally <br />retarded and mentally and emotionally disturbed <br />and/or ill in the home, in the community, in insti- <br />tutions, and in the schools. <br /> <br />b. To develop a better understanding of mental <br />retardation and mental illness by the public. <br /> <br />c. To plan, develop and maintain adequate facilities <br />to house programs, services and staff utilized <br />in ministering to the general welfare of the <br />mentally retarded and mentally ill. <br /> <br />d. To cooperate with and enlist the support of <br />public, private, religious, and professional <br />groups and agencies at the local, state, and <br />federal levels in the furtherance of these <br />ob j ecti ves. <br /> <br />e. To provide an advisory body to work with the <br />State Department of Mental Health and Mental <br />Retardation in the planning for and development <br />of programs, services and staff for the general <br />welfare of the mentally retarded and mentally <br />ill in the surrounding community. <br /> <br />f. To further the training, education and recruit- <br />ment of personnel for work in the fields of <br />mental retardation and mental illness at the <br />communi ty level. <br /> <br />g. To solicit and receive funds, contributions <br />and gifts for the accomplishment of any of the <br />above purposes. <br /> <br />SECTION 3. That the importance of this Ordinance creates <br />an emergency and an imperative purpose necessary that the pro- <br />visions of the charter requiring that ordinances shall be read <br />at three separate meetings and that no ordinance shall become <br />effective until the expiration of ten (10) days following the <br />date of its final passage be suspended, and these provisions are <br />hereby suspended, and this Ordinance shall take effect and be <br />in full force and efTect from and after its adoption and publica- <br />tion in a newspaper of general circulation within the City. <br /> <br />Attest: <br /> <br />c>4 <br />1/ <br />Janis K.
