BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TE XAS ~ SECTION 1. That the Mayor of the City of San Harcos, Texas, Emmie Craddock, be, and she is hereby, authorized to execute a Special Warranty Deed in substitution for the Special Warranty Deed to Scheib Opportunity Center, Inc., executed by her on November 5, 1981, and authorized by ordinance of the San Marcos City Council, adopted October 29, 1981. SECTION 2. That said Special Warranty Deed shall restrict use of Lots 381, 382, 383 and 384 in Block Fifteen (15) of the Westover Addition to the City of San Marcos, Texas, to the following: a. To promote the general welfare of the mentally retarded and mentally and emotionally disturbed and/or ill in the home, in the community, in insti- tutions, and in the schools. b. To develop a better understanding of mental retardation and mental illness by the public. c. To plan, develop and maintain adequate facilities to house programs, services and staff utilized in ministering to the general welfare of the mentally retarded and mentally ill. d. To cooperate with and enlist the support of public, private, religious, and professional groups and agencies at the local, state, and federal levels in the furtherance of these ob j ecti ves. e. To provide an advisory body to work with the State Department of Mental Health and Mental Retardation in the planning for and development of programs, services and staff for the general welfare of the mentally retarded and mentally ill in the surrounding community. f. To further the training, education and recruit- ment of personnel for work in the fields of mental retardation and mental illness at the communi ty level. g. To solicit and receive funds, contributions and gifts for the accomplishment of any of the above purposes. SECTION 3. That the importance of this Ordinance creates an emergency and an imperative purpose necessary that the pro- visions of the charter requiring that ordinances shall be read at three separate meetings and that no ordinance shall become effective until the expiration of ten (10) days following the date of its final passage be suspended, and these provisions are hereby suspended, and this Ordinance shall take effect and be in full force and efTect from and after its adoption and publica- tion in a newspaper of general circulation within the City.
