through or under said City, bUt not otherwise. But the above conveyance is subject to the following condition and is expressly made provided that said premises here conveyed be used only: a. To promote the general welfare of the mentally retarded and mentally and emotionally disturbed and/or ill in the home, in the community, in institutions; and in the schools. b. To develop a better understanding of mental retardation and mental illness by the public. c. To plan, develop and maintain adequate facilities to house programs, services and staff utilized in ministering to the general welfare of the mentally retarded and mentally ill. d. To cooperate with and enlist the support of public, private, religious, and professional groups and agencies at the local, state, and federal levels in the furtherance of these objectives. e. To provide an advisory body to work with the State Department of Mental Health and Mental Retardation in the planning for and development of programs, services and staff for the general welfare of the mentally retarded and mentally ill in the surrounding community. f. To further the training, education and recruit- ment of personnel for work in the fields of mental retardation and mental illness at the communi ty level. g. To solicit and receive funds, contributions and gifts for the accomplishment of any of the above purposes. such condition to be binding upon and to be observed by the grantee herein, its successors and assigns. In the event of any violation or non-observance of the above condition, grantor, its successors or assigns shall have the right to terminate the estate herein granted and to reenter and retake said premises; and no act or omission upon the part of any of the beneficiaries of this clause shall be a waiver of the operation or enforcement of such condition. However, it is contemplated that grantee will, from time to time, wish to mortgage the above described premises for the purpose of borrowing money to finance improvements and, in which event, if required by any such mortgagee, the lien so granted shall in all respects be superior to the rights of reverter reserved herein by grantor and any reentry or retaking by grantor shall be subject to such lien.
