<br />Code prior to the start of the count of the ballots. Public <br />notice of the time and place of the test shall be given at <br />least 48 hours prior thereto by publication once in the San <br />Marcos Daily Record. A like test shall be performed at the <br />conclusion of the count before the election returns are approved <br />as official. <br /> <br />SECTION 13. That the importance of this Ordinance creates <br />an emergency and an imperative purpose necessary that the provi- <br />sions of the charter requiring that ordinances shall be read <br />at three separate meetings and that no ordinance shall become <br />effective until the expiration of ten (10) days following the <br />date of its final passage be suspended, and these provisions are <br />hereby suspended, and this Ordinance shall take effect and be <br />in full force and effect from and after its adoption and publica- <br />tion in a newspaper of general circulation within the City. <br /> <br />PASSED, APPROVED AND ADOPTED this 22nd day of February <br />1982. <br /> <br /> <br />Emmie <br />Mayor <br /> <br />Attest: <br /> <br /> <br />Janis K.
