SECTION 2. That the said official canvas of the returns of said election reflects the following: A. That the official canvass of the returns of said election reflects that the following person was duly elected Mayor of the City of San Marcos: Emmie Craddock B. That the official canvass of the returns of said election reflects that the following person was duly elected Council Member, Place Five for the City of San Marcos: Jaime Moore C. That the official canvass of the returns of said election reflects that the following person wa~ duly elected Council Member, Place Six for the City of San Marcos: Gerald G. Farr D. That the official canvass of the returns of said election reflects that the terms and conditions of a lease of outdoor storage / bathroom portion of the recreational building in the San Marcos City Park together with access to the parking lot adjacent thereto, to the Lions Club of San Marcos, Texas, were adopted by a majority of the qualified voters voting at said election~ SECTION 3. That the necessity of making an official canvass of votes cast in the aforesaid election and declaring the results of said election creates an emergency and an imperative purpose necessary that the provisions of the Charter requiring that ordillnances shall be read at three separate meetings and that no ordinance shall become effective until the expiration of ten (10) days following the date of its final passage be suspended, and these provisions are hereby suspended, and this Ordinance shall take effect and be in full force and effect from and after its adoption and publication in a newspaper of general circulation within the City.
