wi th said interest to be evidenced by interest coupons which shall appertain to said certificates and which shall be payable on the dates indicated in the FORM OF CERTIFICATE set forth in this ordinance. Section 4. Said certificates and interest coupons shall be payable, shall have the character istics, and shall be signed and executed (and said certificates shall be sealed), and said certificates may be redeemed prior to their scheduled maturities, all as provided and in the manner indicated in the FORM OF CERTIFICATE set forth in this ordinance. Section 5. The form of said certificates, including the form of registration certificate of the Comptroller of Public Accounts of the State of Texas to be printed and endorsed on each of said certificates, and the form of the aforesaid interest coupons which shall appertain and be attached initially to each of said certificates, shall be, respectively, substantially as follows: FORM OF CERTIFICATE NO. $5,000 UNITED STATES OF AMERICA STATE OF TEXAS COUNTY OF HAYS CITY OF SAN MARCOS, TEXAS COMBINATION TAX AND REVENUE CERTIFICATE OF OBLIGATION SERIES 1982 ON AUGUST 1, 19 , THE CITY OF SAN MARCOS, in the County of Hays, State of Texas, promises to pay the bearer hereof the principal amount of FIVE THOUSAND DOLLARS and to pay interest thereon from the date hereof at the rate of ____% per annum, evidenced by interest coupons payable February 1, 1983, and semiannually thereafter on August 1 and February 1 of each year while this certificate is outstanding. THE PRINCIPAL of and interest on this certificate shall be payable in lawful money of the Uni ted States of Amer ica, wi thout exchange or collection charges to the bearer, upon presentation and surrender of this certificate or proper interest coupon at the HAYS COUNTY NATIONAL BANK [ SAN MARCOS[ TEXAS , which shall consti tute and be defined as the Paying Agent for this series of certificates. THIS CERTIFICATE is one of a series of certificates of obligation dated as of May 1, 1982, authorized, issued and delivered in the aggregate pr incipal amount of $380,000 for the purpose of paying contr actual obligations as follows: $ 200,000 for constructing and permanently equipping a fire station for said City; and $180,000 for the purchase of land for addi tions and improvements to the Ci ty' s waterworks and sewer system; under and in strict conformity with the Constitution and laws of the State of Texas, including particularly Article 2368a.l, of the Revised Civil Statutes of Texas, as amended, and pursuant to an ordinance duly passed by the City Council of said City. ON FEBRUARY 1, 1983, and on any interest payment date thereafter, the outstanding certificates of this series may be redeemed prior to their scheduled maturities, at the option of said City, in whole or from time to time in part, at a price equal to the principal amount -2-
