9. The Corporation hereby elects to have Section 103('0) (6) (D) 0: the Internal Revenue Corle of 1954, as amended, and the regul~tions promu red thereunder, apply to the Bonds. and the President 2nd the Secretory or the Corporatior: are hereby severally authorized and directed to execute and deliver a statement to the Internal Revenue Service to the effect that the Corporation has so elected, and to de- liver 2 copy or such state~2nt to the Purchaser and the User. 10. Based upon representations made by the User to the Board, the Board hereby affirmatively finds that: (a) the Project will have the effect of creating and stabilizing employment within the Unit; (b) the Project is required or suitable ror the promo- tion or manufacturing development and expansion and for the industrial development and expansion of industrial facilities and is in furtherance of the public purposes of the Act; and (c) the Project will contribute to the economic growth or stability of the Unit by: (i) increasing or stabilizing employment opportunity; (ii) significantly increasing or stabili- zing the property tax base; and (iii) promoting COIT@erce within the Unit and the State of Texas. 11. This resolution shall take effect and be in full force and effect upon and after its passage.
