<br />PART 3. That the City Council of the City of San Marcos, <br />Texas has determined that the area to be designated as an Eligible <br />Blighted Area contains a substantial number of substandard, deter- <br />iorating structures, in addition to the fact that the commercial <br />growth corridors outlined in the Master Plan of the City of San <br />Marcos, as amended, are co-extensive with the boundaries of the <br />area to be designated as an Eligible Blighted Area. <br /> <br />PART 4. That the City Council has found and hereby repre- <br />sents to the Texas Industrial Commission that the availability of <br />funding under the Development Corporation Act of 1979, as amended, <br />will contribute significantly to the alleviation of the blighted <br />conditions found to exist in the development area by allowing the <br />renovation of existing structures and the construction of new ones. <br /> <br />PART 5. That the City of San Marcos to enhance its redevelop- <br />ment efforts in the Eligible Blighted Area desires and hereby author- <br />izes the following described projects for commercial uses, to-wit: <br />hotels, motels, restaurants, professional offices, retail and whole- <br />sale stores, convenience stores, medical offices, warehousing and <br />distribution, and other commercial businesses not specifically men- <br />tioned herein. The City of San Marcos considers the following des- <br />cribed projects detrimental to its efforts to redevelop the area <br />designated, to-wit: non-commercial projects and housing develop- <br />ments. <br /> <br />PART 6. That all project descriptions for commercial uses <br />will be reviewed by the City Council of San Marcos in order to deter- <br />mine whether such projects are consistent with the City's objectives <br />for redevelopment of the Eligible Blighted Area. <br /> <br />PART 7. That the first proposed public improvement to be <br />made in the Eligible Blighted Area will be a Convention Center with <br />an estimated construction commencement date of January 3, 1983 and <br />a scheduled completion within one and one-half years. The City of <br />San Marcos will utilize funds from the Department of Housing and <br />Urban Development (HUD). <br /> <br />PART 8. That this Resolution shall become effective imme- <br />diately from and after its passage. <br /> <br />ADOPTED this the 27th day of September, 1982. <br /> <br /> <br />Karl W.
