wi th said interest to be evidenced by interest coupons which shall appertain to said certificates and which shall be payable on the dates indicated in the FORM OF CERTIFICATE set forth in this ordinance. Section 4. Said certificates and interest coupons shall be payable, shall have the character istics, and shall be signed and executed (and said certificates shall be sealed), and said certificates may be redeemed prior to their scheduled maturities, all as provided and in the manner indicated in the FORM OF CERTIFICATE set forth in this ordinance. Section 5. The form of said certificates, including the form of registration certificate of the Comptroller of Public Accounts of the State of Texas to be printed and endorsed on each of said certificates, and the form of the aforesaid interest coupons which shall appertain and be attached ini tially to each of said certif icates, shall be, respectively, substantially as follows: FORM OF CERTIFICATE $5,000 NO. UNITED STATES OF AMERICA STATE OF TEXAS COUNTY OF HAYS CITY OF SAN MARCOS, TEXAS COMBINATION TAX AND REVENUE CERTIFICATE OF OBLIGATION SERIES 1982-B ON JULY 1, 19____, THE CITY OF SAN MARCOS, in the County of Hays, State of Texas, promises to pay the bearer hereof the principal amount of FIVE THOUSAND DOLLARS and to pay interest thereon from the date hereof at the rate of % per annum, evidenced by interest coupons payable July 1, 1983, and semiannually thereafter on January 1 and July 1 of each year until the earlier of maturity or prior redemption. THE PRINCIPAL of and interest on this certificate shall be payable in lawful money of the Uni ted States of Amer ica, wi thout exchange or collection charges to the bearer, upon presentation and surrender of this certificate or proper interest coupon at the HAYS COUNTY NATIONAL BANK, SAN MARCOS, TEXAS, which shall constitute and be defined as the Paying Agent for this series of certificates. THIS CERTIFICATE is one of a series of certificates of obligation dated as of December 1, 1982, authorized, issued and delivered in the aggregate pr incipal amount of $350,000 for the purpose of paying contractual obligations for professional services, including fees for engineering, financial advisory and legal services, related and incidental to additions, extensions and improvements to be made to the Ci ty' s waterwor ks and sewer system, under and in str ict conformi ty wi th the Consti tution and laws of the State of Texas, including particularly Article 2368a.l, of the Revised Civil Statutes of Texas, as amended, and pursuant to an ordinance duly passed by the Ci ty Council of said City.
