<br /> <br />42 <br /> <br /> <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE <br />CITY OF SAN MARCOS, TEXAS, DECLARING A <br />POLICY ON ATTENDANCE AT MEETINGS OF BOARDS, <br />COMMISSIONS AND AUTHORITIES OF SAID CITY; <br />DIRECTING THAT THIS ORDINANCE BE DELIVERED <br />TO THE CHAIRMAN OF EACH BOARD, COMMISSION <br />AND AUTHORITY OF THE CITY AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />ORDINANCE 1982-55 <br /> <br />WHEREAS, the efficient and effective operation of the <br />boards, commissions and authorities of the City of San Marcos, <br />Texas, is of great interest and concern to the City Council <br />of said City; and, <br /> <br />WHEREAS, said City Council greatly appreciates the time <br />and energy expended by citizens willing to serve on such bodies; <br />and, <br /> <br />WHEREAS, such financially uncompensated effort should be <br />commended and encouraged; and, <br /> <br />WHEREAS, it is an unnecessary burden to these citizens to <br />attend meetings which aredelayed or postponed because of the <br />failure to obtain a quorum; and, <br /> <br />WHEREAS, the 1980 Report of the Charter Review Commission <br />of the City of San Marcos recommended that the City Council <br />"adopt a uniform policy on attendance on commissions and that <br />the policy be uniformly enforced;" and, <br /> <br />WHEREAS, the City Council of said City believes a policy <br />whereby three consecutive unexcused absences by a member of a <br />City board, commission or authority shall result in removal of <br />that person from the board, commission or authority is a fair <br />and reasonable policy; now, therefore, <br /> <br />BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br /> <br />SECTION 1. That it shall be the policy of the City Council <br />of the City of San Marcos, Texas, that unexcused absence from <br />three consecutive properly posted meetings of a City board, <br />commission or authori ty shall result in removal of the member <br />having failed to attend said meetings from the board, commission <br />or authority. <br /> <br />SECTION 2. That it shall be the duty of the chairman of <br />each City of San Marcos board, commission or authority to for- <br />ward to the City Secretary of said City the name of any member <br />having failed, without acceptable excuse, to attend three <br />consecutive meetings. <br /> <br />SECTION 3. That the City Secretary, upon receipt of the <br />name of such a member, shall promptly submit said name to the <br />City Council which shall replace said member forthwith. <br /> <br />SECTION 4. That notice of this Ordinance shall be pro- <br />vided to the Chairman of each board, commission or authority of <br />the City of San Marcos. <br /> <br />SECTION 5.
