42 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, DECLARING A POLICY ON ATTENDANCE AT MEETINGS OF BOARDS, COMMISSIONS AND AUTHORITIES OF SAID CITY; DIRECTING THAT THIS ORDINANCE BE DELIVERED TO THE CHAIRMAN OF EACH BOARD, COMMISSION AND AUTHORITY OF THE CITY AND DECLARING AN EFFECTIVE DATE. ORDINANCE 1982-55 WHEREAS, the efficient and effective operation of the boards, commissions and authorities of the City of San Marcos, Texas, is of great interest and concern to the City Council of said City; and, WHEREAS, said City Council greatly appreciates the time and energy expended by citizens willing to serve on such bodies; and, WHEREAS, such financially uncompensated effort should be commended and encouraged; and, WHEREAS, it is an unnecessary burden to these citizens to attend meetings which aredelayed or postponed because of the failure to obtain a quorum; and, WHEREAS, the 1980 Report of the Charter Review Commission of the City of San Marcos recommended that the City Council "adopt a uniform policy on attendance on commissions and that the policy be uniformly enforced;" and, WHEREAS, the City Council of said City believes a policy whereby three consecutive unexcused absences by a member of a City board, commission or authority shall result in removal of that person from the board, commission or authority is a fair and reasonable policy; now, therefore, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS: SECTION 1. That it shall be the policy of the City Council of the City of San Marcos, Texas, that unexcused absence from three consecutive properly posted meetings of a City board, commission or authori ty shall result in removal of the member having failed to attend said meetings from the board, commission or authority. SECTION 2. That it shall be the duty of the chairman of each City of San Marcos board, commission or authority to for- ward to the City Secretary of said City the name of any member having failed, without acceptable excuse, to attend three consecutive meetings. SECTION 3. That the City Secretary, upon receipt of the name of such a member, shall promptly submit said name to the City Council which shall replace said member forthwith. SECTION 4. That notice of this Ordinance shall be pro- vided to the Chairman of each board, commission or authority of the City of San Marcos. SECTION 5. That this Ordinance shall be in effect ten days from and after its passage and publication in a newspaper of general circulation in the area. PASSED AND APPROVED on first reading October 11, 1982.
