71. MINUTES OF THE EMERGENCY MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, FEBRUARY 12, 2003 PRESENT: Mayor Mayor Pro-Tem Deputy Mayor Pro-Tem Council Members Robert B. Habingreither Paul Mayhew Martha Castex Tatum Ed Mihalkanin Jacob Montoya Susan Narvaiz Bill Taylor City Manager City Clerk City Attorney Municipal Court Judge Director of Adm. Services Dan O'Leary Janis K. Womack Mark Taylor Ross Allegro Collette Jamison Also present: Jan Clark, Jenny Habingreither, Stephanie Garcia, Shelley Goodwin and others. Mayor Habingreither called the meeting to order at 5:00 p.m. Mayor Habingreither introduced for consideration adoption of an Ordinance on third and final reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ORDERING A GENERAL ELECTION TO BE HELD ON MAY 3, 2003 FOR THE PURPOSE OF ELECTING A CITY COUNCIL MEMBER, PLACE 5, AND A CITY COUNCIL MEMBER PLACE 6; ESTABLISHING EARLY VOTING LOCATIONS AND POLLING PLACES FOR THIS ELECTION; MAKING PROVISIONS FOR THE CONDUCT OF THE ELECTION; AND DECLARING AN EFFECTIVE DATE. Mr. Mayhew moved for adoption of the Ordinance on third and final reading, and Ms. Tatum seconded the motion. On roll call the following vote was recorded: AYE: Mihalkanin, Narvaiz, Habingreither, Mayhew and Tatum. NAY: Montoya. ABSTAIN: None. Mayor Habingreither introduced an Executive Session pursuant to the Government Code, Section 551.074, to discuss the employment of public officers (City Manager, City Attorney, City Clerk and Municipal Court Judge-employment contracts). Mr. Mihalkanin moved the Council adjourn * Mr. Taylor was absent from this meeting.
