77. <br />Regular Meeting February 24, 2003 Page 4 <br /> <br />March 3, 2003, so Staff can work out the timing of the parking lot. Ms. <br />Narvaiz moved to table until the next Regular Meeting on March 3, 2003 and <br />Ms. Tatum seconded the motion. On roll call the following vote was <br />recorded: <br /> <br />AYE: <br /> <br />Montoya, Narvaiz, Taylor, Mayhew and Tatum. <br /> <br />NAY: None. <br /> <br />ABSTAIN: Mihalkanin and Habingreither disclosure affidavits-business <br />entity filed with City Clerk). <br /> <br />Mayor Habingreither introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING SECTIONS 14.006 AND 14.008 OF THE CITY CODE TO EXEMPT TAXING <br />UNITS FROM CONSTRUCTION PERMIT FEES FOR PROJECTS WITH A VALUE OF <br />$1,000.00 OR LESS; AND INCLUDING PROCEDURAL PROVISIONS. <br /> <br />Mr. Mayhew moved for approval of the Ordinance on first reading and Mr. <br />Taylor seconded the motion. Mr. O'Leary stated the majority of the <br />permits pulled for taxing entities are for small projects. He stated <br />these entities have to pay for permits up front. He feels by waiving the <br />fees for all projects up to $1,000.00 could help accommodated these <br />projects and provide a savings to SMCISD and the County. The Council <br />then voted unanimously for approval of the Ordinance on first reading. <br /> <br />Mayor Habingreither introduced for consideration approval of minutes of <br />the Regular Meeting held February 10, 2003, approval of minutes of the <br />Emergency Meeting held February 11, 2003, and approval of minutes of the <br />Emergency Meeting held February 12, 2003, approval of three Ordinances on <br />second reading, adoption of ten Resolutions and approval for use of <br />General Fund Contingency Funds in the amount of $2,000.00 for the Greater <br />San Marcos Youth Summit and approval of Change Order No. 2 in amount of <br />$56,440.07 to S.J. Louis Construction of Texas regarding the Cottonwood <br />Creek Sanitary Sewer Improvements Project, on consensus. The Council <br />removed Item 11, approval of minutes of the Regular Meeting held February <br />10, 2003, and Item 12, approval of minutes of the Emergency held February <br />11, 2003, Item 16, approval of an Ordinance on second reading, Item 18, <br />adoption of Resolution and Item 27,approval for use of General Fund <br />Contingency Funds in the amount of $2,000.00 for the Greater San Marcos <br />Youth Summit, to be considered separately. Ms. Tatum moved for approval <br />of minutes of the Emergency Meeting held February 12, 2003, approval of <br />two Ordinances on second reading, adoption of the remaining nine <br />Resolutions and approval of Change Order No. 2 in the amount of $56,440.07 <br />to S.J. Louis Construction of Texas regarding the Cottonwood Creek <br />Sanitary Sewer Improvements Project, by consensus, and Mr. Mihalkanin <br />seconded the motion, which passed unanimously.
