Mayor Habingreither introduced for consideration Item 12 removed from the consent agenda, approval of minutes of the Emergency Meeting held on February 11, 2003. Mr. Mihalkanin moved for approval of the minutes of the Emergency Meeting held on February 11, 2003 and Ms. Narvaiz seconded the motion. Mr. Taylor moved to amend the acreage regarding Hispanic Chamber of Commerce request from 22% of City's parkland to read.. .22% of the City's parkland, and Ms. Narvaiz seconded the motion, which passed unanimously. The Council then voted unanimously for approval of the minutes of the Emergency Meeting held on February 11, 2003. Mayor Habingreither introduced for consideration Item 16 removed from the consent agenda, approval of an Ordinance on second reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE TABLE OF POLICE OFFICER POSITIONS UNDER CITY CODE SECTION 2.373 TO DELETE A POLICE COMI~ANDER POSITION; AMENDING THE 2002-2003 BUDGET TO ADJUST FOR DELETION OF THIS POSITION; AMENDING THE 2002-2003 BUDGET TO ADJUST FOR DELETION OF THIS POSITION; AND INCLUDING PROCEDUP~AL PROVISIONS. Mr. Mayhew moved for approval of the Ordinance on second reading and Mr. Mihalkanin seconded the motion. Ms. Narvaiz stated she has concerns with money being unallocated. She also feels if this commander position is being deleted, then another police officer should be added. Mayor Habingreither stated he feels after the new Police Chief is hired he or she can add this position again. Mr. Mihalkanin asked if the new Police Chief can add this position again. Mr. O'Leary stated yes, this position can be added. On roll call the following vote was recorded: AYE: Mihalkanin, Montoya, Habingreither, TaYlor, Mayhew and Tatum. NAY: Narvaiz. ABSTAIN: None. Mayor Habingreither introduced for consideration Item 18 removed from the consent agenda, adoption of a Resolution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE TERMS AND CONDITIONS OF AN ASSIGNMENT OF WATER RIGHT FROM THE CITY TO THE SOUTH HAYS COUNTY EMERGENCY SERVICES DISTRICT NO. 3.; AUTHORIZING THE CITY MANAGER TO EXECUTE THE ASSIGNMENT ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE DATE.
