5. Availabilitv Of Parts And Service Technicians: Technicians and parts inventory will
be geographically located to insure on premise response to the City within four I
hours.

Q. DISASTER RECOVERY: The proposal will include a disaster recovery plan for acts of
God; such as flood, hurricane, fire, earthquake; as well as acts of terrorism. Disaster
recovery plan will include procedures if the proponent's telecommunications switching
equipment is rendered inoperable or if there is a cable cut within the city that prevents
telecommunications traffic from flowing out of San Marcos to the next location for call
processing.

R. REMOTE MONITORING CAPABILITIES: Proponent will provide detailed information
of remote monitoring capabilities of the T1 services installed at City location(s). Remote
monitoring of the City's services will include notification of failures, as they occur, to the
City; monthly reporting of any failures, and of all installed T1 services. Additionally, include
sample monitoring, and/or failure reports as part of your proposal.

S. MONTHLY TRAFFIC ANALYSIS: Proponent will provide monthly traffic analysis of
installed services for the first year after acceptance. Traffic Analysis reports will include
current grade of service along with any recommendations to improve the City's response to
the public. The City is highly interested in reports that show its usage of services that
include bandwidth/channel usage, busy signals, or blockage. Include sample Traffic
Analysis Reports as part of your proposal.

I

4. TELECOMMUNICATION SERVICES REQUIREMENTS

A. LOCAL SERVICES: The successful proponent is responsible for installing, or
enhancing, local services for each physical site. The City desires to retain their current DID
Numbering plan as well as other published numbers throughout the City's network.

1. Circuit Requirements: Local services are defined as circuits and/or features that
provide incoming and outgoing services to the City. Such services include, but are
not limited to, T1 PRI (utilizing Dynamic Channel Access), Calling Number Display,
DID Numbers, DID Trunks and Ground Start PBX Trunks. The four PBX sites that
require local services are as follows:

a. Municipal Site - 630 E. Hopkins Street, Nortel PBX, Option 61 C: There are
two T1 PRI spans that terminate at this location. These T1 PRI spans process
outgoing local and incoming DID calls. Calling number is supplied to the end
user. Additonally, this site is capable of NI2 which will allow The City to
receive both incoming calling number and name display. This NI2 feature is
highly desirable. Dynamic Channel Access is deployed in order to fully utilize
all channels within both T1 Spans. The six blocks of DID Numbers supported I
by these T1 spans are 512-393-8000 through 512-393-8499 and 512-805-
2600 through 512-805-2699. Alternate entry, for the T1 PRI circuits, into the

- 10 -
