4. Receive Functional Analysis presentation from the City Clerk's Department, and <br />provide direction to Staff. <br />Jamie Lee Pettijohn, City Clerk presented the City Council the Functional Analysis for the City <br />Clerk's office. The presentation outlined the various functions of the City Clerk's Department. <br />5. Receive a Staff presentation regarding the upcoming Level of Service meetings to be <br />held within the community. <br />Kristy Stark, Assistant Director of Development Services, provided a presentation updating <br />Council on the upcoming level of service meetings. <br />6. Invocation <br />Pastor Bob Smith with Powerhouse Christian Center provided the invocation. <br />7. Pledges of Allegiance — United States and Texas <br />Kiran Payton, 5`h grade at Hernandez Elementary led the assembly in the Pledge of <br />Allegiance and the Texas Pledge. <br />8. 30 Minute Citizen Comment Period <br />Diane Wassenich, 11 Tanglewood, spoke against the drought ordinance, and not reducing the <br />stage restrictions. <br />Don Eyssen, 901 Piedras Pass, spoke against the Casey Development Project that will be coming <br />back before Council for consideration. <br />Jay Hiebert, 209 W. Sierra Circle, spoke regarding recent flooding on Guadalupe St. and how he <br />would like to see the Horizons Master Plan held up regarding development. <br />Debbie Harvey, 1116 Mountain View, spoke representing Sustainable San Marcos and provided <br />written recommendations on changes to the drought ordinance and asked that the Council <br />consider those modifications to the conservation fee structures to encourage conservation. <br />Jaimy Breihan, 134 E. Hillcrest, spoke to the Council regarding concerns on upcoming <br />development considerations. <br />Jeff Lowe, 1255 N. LBJ, spoke against the Casey Development Project and the Hillside Ranch <br />project, and specifically against the silt and runoff made by the projects that are currently <br />underway. <br />CONSENT AGENDA <br />
