RESOLUTION NO. 2012 - 10 R <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS APPROVING THE RENAMING OF HILLS OF HAYS <br />PARK TO CAPTAIN PAUL PENA PARK; AUTHORIZING THE CITY <br />MANAGER TO INSTALL ANY SIGNS AND RECOGNITION PLAQUES <br />REFLECTING THE NEW NAME OF THE PARK AS MAY BE <br />APPROPRIATE; AND DECLARING AN EFFECTIVE DATE. <br />RECITALS: <br />1. Captain Paul Wenceslaus Pena was born on July 8, 1982. <br />2. Captain Pena was raised in San Marcos and graduated from San Marcos Baptist <br />Academy where he was a member of the Junior ROTC and was voted most likely to succeed by <br />his classmates. He earned his Eagle Scout badge in 2000 as a member of San Marcos Boy Scout <br />Troop 112. <br />3. Captain Pena graduated from the United States Military Academy at West Point in <br />2004. He then served honorably in the Unites States Army and was assigned to the 2nd Battalion, <br />508`h Parachute Infantry Regiment, 4 1 Brigade Combat Team, 82nd Airborne Division, Fort <br />Bragg, North Carolina. <br />4. Captain Pena served in both Iraq and Afghanistan and received numerous <br />commendations and awards, including the Bronze Star Medal, the Army Commendation Medal <br />with Two Bronze Oak Leaf Clusters, the Valorous Unit Award, the National Defense Service <br />Medal, the Afghanistan Campaign Medal, the Iraq Campaign Medal, the Global War on <br />terrorism Service Medal, the Army Service Ribbon, the Overseas Service Ribbon, the NATO <br />Medal, Combat Infantryman and Parachutists Badges and the Ranger Tab. <br />5. Captain Pena was killed in action in Afghanistan on January 19, 2010. <br />6. On recommendation of the City's Parks Advisory Board and the City Manager the <br />City Council finds that Captain Pena performed outstanding service to the community and wishes <br />to name a City park after him. <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br />PART 1. Hills of Hays Park is hereby renamed Captain Paul Pena Park. <br />PART 2. The City Manager is authorized to install any signs and recognition <br />plaques reflecting the new name of the park. <br />PART 3.
