92, <br /> <br />Attachment A <br /> <br /> SCOPE OF WORK FOR <br /> Contract Between Southwest Texas State University <br /> and <br /> The City of San Marcos <br />The University shall diligently perform the following scope of work: The University will conduct <br />archaeological surveys and site assessments for the City of San Marcos in order to assist the City <br />in meeting its obligations under the Antiquities Code of Texas. Archaeological test excavations <br />or mitigation excavations will not be covered by this agreement, although shovel tests are <br />included as they are a normal strategy used on surveys. According to the Texas Historic <br />Commission (THC) Archaeology Survey Standards, the Center for Archaeological Studies <br />(CAS) at SWT will conduct surveys of various tracts and excavate shovel tests according to the <br />THC Archaeological Survey Standards. CAS will conduct the fieldwork and archival research <br />under the auspices of an Annual THC Antiquities Pem~it. The City of San Marcos will initiate a <br />project by contacting CAS and defining the scope and scale of any new project. Then CAS will <br />prepare a specific scope-of-work and individual budget; these documents will be submitted to the <br />City of San Marcos. Upon approval of the scope-of-work and budget by the City of San Marcos <br />and notification of approval to CAS, CAS will contact the THC, and submit the project for <br />listing on the Annual Texas Antiquities Permit. Upon listing on the permit, CAS will conduct a <br />100% survey of the identified tract and excavate shovel tests according to the THC <br />Archaeological Survey Standards. All new archaeological sites or previously recorded <br />archaeological sites will be recorded at the Texas Archeological Research Laboratory (TARL) at <br />the University of Texas at Austin. In addition, we will conduct archival and historical research to <br />determine the historical importance of the various properties and any discovered historic sites. <br />This agreement will not include architectural studies beyond normal documentation for <br />archaeological recording purposes. Upon conclusion of the survey CAS will submit to the City of <br />San Marcos and the THC an Interim Report describing the methods, results and <br />recommendations. The THC will prepare a concurrence/non-concurrence letter based on the <br />Interim Report, and this will be sent, immediately upon receipt by CAS to the City of San <br />Marcos. It usually takes between 1 week to 1 month for the THC to make a decision and submit <br />a letter of concurrence/non-concurrence. A Final Report on the results of these investigations <br />will be prepared and published at the conclusion of the year. Interim draft reports for individual <br />projects will be completed within two months or less of authorization to proceed on any single <br />project, and submitted to the THC for approval. The Final Report will consist of a general <br />introduction, environmental and archaeological background, methods and goals sections, and for <br />each individual project undertaken during the year the results and recommendations will be <br />written. The Final Report will be published in accordance with Chapter 26 Rules of the <br />Antiquities Code of Texas at the end of the year period covered by the Annual Antiquities <br />Permit. The Final Report will be finished within one month of receiving the comments from the <br />THC review. Artifacts recovered on these projects will be the propers, of the City of San Marcos <br />and curated at the Center for Archaeological Studies. <br /> <br />InterlocalSWT3 3 <br /> <br /> <br />
