Mr. James seconded the motion, which <br />passed unanimously. <br /> <br />The Mayor introduced for consideration a Resolution which had the <br />following caption: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AUTHORIZING ACCEPTANCE OF THE COMPLETION OF THE <br />EXTENSION OF A WATER LINE TO PROPERTY OWNED BY STEWART AND <br />STEVENSON REALTY INC. IN SAN MARCOS, TEXAS; AUTHORIZING <br />FINAL PAYMENT FOR THIS PROJECT; AND ESTABLISHING AN EFFECTIVE <br />DATE. <br /> <br />I <br /> <br />The City Manager stated that this was the first of three improve- <br />ments to be completed for International Electric. Mr. Breihan <br />moved to approve the Resolution. Mr. Tenorio seconded the motion, <br />which passed unanimously. <br /> <br />The Mayor introduced for consideration a request to operate a <br />River Taxi Service. Glenn Brooks spoke to the Council as to the <br />reason for wanting to start the service to ferry persons who had <br />floated down the River on tubes back to the Lions Club rental area. <br />The City Manager reported that staff had no objections to such a <br />service. Mr. James moved to direct staff to prepare a franchise <br />agreement ordinance to be considered at the next regular meeting <br />with the public hearing to be held March 24, 1980. Mr. Cavazos <br />seconded the motion, which passed unanimously. <br /> <br />The Mayor introduced for consideration purchase of garbage containers. <br />The City Manager said that the estimated cost of purchasing the <br />necessary amount of commercial containers to meet consumer demand <br />is $15,000 and would come from the cash reserve to be repaid by <br />fees from the service. Mr. Sutton said that he thought such a <br />request should not be considered until the next budget is adopted. I <br />Mr. Tenorio moved to approve the request, and asked that all other <br />budget revisions contemplated be brought to the Council at one time <br />so that priorities could be established. Mr. James seconded the <br />motion, which passed unanimously. <br /> <br />The Mayor introduced for consideration the main lift station improve- <br />ments program. The City Manager recommended the Council consider <br />approval of a staff request to seek a delay in the construction of <br />a new facility. The Edwards Enforcement Order requires main lift <br />station improvements, among many other priority items. When the <br />Order was issued, the City immediately began to seek Environmental <br />Protection Agency funding. $359,000 in City funds was allocated, <br />plus $80,000 from the water rate increase recently adopted. On <br />January 21, 1980, the City went out for bids. The low bid of $520,000 <br />was $80,000 over the budgeted amount. Staff recommends asking the <br />Texas Department of Water Resources to delay enforcement of the <br />Edwards Order. Besides being $80,000 short, the City has been <br />approved for Step 1 funding of a three step program. If the City <br />spends money at this time, it will not be an eligible expense in <br />the EPA program for cost-sharing reimbursement. If improvements are <br />delayed for about one and one-half years, the project would qualify <br />for inclusion in EPA funding with 75% EPA reimbursement. Step 1 is <br />a planning function, including a sewer system analysis to identify I <br />problems. If the lift station is built now, without behefit of the <br />plan, it might not meet the needs of the system. The sewer treatment <br />plant will not be able to treat the increased wastewater flow from <br />the improved main lift station. Early grant assistance from EPA <br />has been requested through Congressman Pickle's office. A request <br />for advanced authorization was made which would allow the expenditure <br />of City money now and reimbursement at a later date. The EPA response <br />was negative because they cannot grant funds before the sewer system <br />analysis is completed and because they did not see the main lift <br />station as a serious problem. Mr. Gonzalez stated that he had spoken <br />with State officials who had stated informally that because the City <br />has made a serious effort to correct problems in the system, and <br />
