Don Girard, West San Antonio Street Area, asked the Council to consider widening of Bishop Street between San Antonio and Hopkins, clearing of vacant lots, signs to slow traffic, enforcement of zoning laws and barricades or dead end signs for McAlister Street. When all citizens had been heard, the Mayor closed the hearing. The City Manager informed the Council that another hearing was scheduled for April 28th. The Mayor opened a Public Hearing to receive comments on the National Flood Insurance Program with regard to the proposed flood elevation I determinations. City Planner, Joe Garza, displayed floodplain boundar maps and reported that federal guidelines discouraged construction in the floodway and that the City would need to request amendment when the proposed flood retardation structures had been constructed and the floodway diminished. Council member Stokes encouraged the Council to appeal the boundaries as established. Council discussed the feasibility of such a measure with engineers Kelly Kilber and James Byrn. Following the hearing, the City Manager reported that the Staff would contact the Soil Conservation Service for further information regarding the retardation structures and request SCS and Flood Insurance Administration representativ attend the April 28th meeting. The Mayor opened a Public Hearing on a request to change the zoning of 4.125 acres out of T.J. Chambers League from "R-l" to IR-2". The applicant is Mostyn Enterprises, Inc. No opposition was presented and the City Planner reported that both the Planning and Zoning Commission and Staff recommended approval. The Mayor closed the hearing and the City Secretary read an Ordinance having the following caption: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN ~1ARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND RESTRICTS THE USE OF BUILDINGS, STRUCTURES AND LAND, DATED MAY 23, 1966 (VOL. 32) BY CHANGING THE ZONING OF 4.125 ACRES OUT OF THE T.J. CHAMBERS LEAGUE; LOCATED AT ADVANCE AND ALLEN STREETS INTERSECTION FROM "R-l" (SINGLE FAMILY RESIDENTIAL) I TO IR-2" (DUPLEX). Mr. Cavazos moved the Ordinance be approved on first reading. Mr. Breihan seconded the motion. On roll call, the following vote was recorded: AYE: Stokes, Sutton, Breihan, Cavazos, James, Hansen NAY: None ABSTAIN: Tenorio The City Secretary read an Ordinance having the following caption: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, SETTING RATES OF FARE FOR PASSENGERS OF VEHICLES OTHER THAN AUTOMOBILES WHICH PROVIDE SURFACE TRANSPORTATION ALONG DESIGNATED ROUTES ADJACENT TO THE SAN MARCOS RIVER AND WITHIN THE CORPORATE LIMITS OF THE CITY OF SAN MARCOS AND DECLARING AN EFFECTIVE DATE. Mr. James moved the Ordinance be approved on first reading. seconded the motion, which passed unanimously. Mr. Tenorio The Mayor introduced a request by H. M. Brittain for a temporary permit to locate a mobile home on Lot 27, Block 26 of the Westover Addition, 1004 Dartmouth Street. Mr. Breihan noted that the mobile home would be located on an unpaved street. Mr. Gonzalez told the Council that Staff was formulating a policy for development along unpaved streets, but that building permits were being issued in the interim. Mr. Breihan moved to approved the permit. Mr. Stokes seconded the motion. Mr. Tenorio pointed out that one written objection had been received. On roll call, the motion was unanimously approved. I
