<br />112 <br /> <br />regular meeting <br /> <br />april 14, 1980 <br /> <br />page two <br /> <br />wished to see third year funding designated for housing. Don Girard, <br />West San Antonio Street Area, asked the Council to consider widening <br />of Bishop Street between San Antonio and Hopkins, clearing of vacant <br />lots, signs to slow traffic, enforcement of zoning laws and barricades <br />or dead end signs for McAlister Street. When all citizens had been <br />heard, the Mayor closed the hearing. The City Manager informed the <br />Council that another hearing was scheduled for April 28th. <br /> <br />The Mayor opened a Public Hearing to receive comments on the National <br />Flood Insurance Program with regard to the proposed flood elevation I <br />determinations. City Planner, Joe Garza, displayed floodplain boundar <br />maps and reported that federal guidelines discouraged construction in <br />the floodway and that the City would need to request amendment when <br />the proposed flood retardation structures had been constructed and the <br />floodway diminished. Council member Stokes encouraged the Council to <br />appeal the boundaries as established. Council discussed the feasibility <br />of such a measure with engineers Kelly Kilber and James Byrn. Following <br />the hearing, the City Manager reported that the Staff would contact the <br />Soil Conservation Service for further information regarding the retardation <br />structures and request SCS and Flood Insurance Administration representativ <br />attend the April 28th meeting. <br /> <br />The Mayor opened a Public Hearing on a request to change the zoning of <br />4.125 acres out of T.J. Chambers League from "R-l" to IR-2". The <br />applicant is Mostyn Enterprises, Inc. No opposition was presented and <br />the City Planner reported that both the Planning and Zoning Commission and <br />Staff recommended approval. The Mayor closed the hearing and the City <br />Secretary read an Ordinance having the following caption: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN ~1ARCOS, <br />TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES <br />AND RESTRICTS THE USE OF BUILDINGS, STRUCTURES AND LAND, DATED <br />MAY 23, 1966 (VOL. 32) BY CHANGING THE ZONING OF 4.125 ACRES <br />OUT OF THE T.J. CHAMBERS LEAGUE; LOCATED AT ADVANCE AND ALLEN <br />STREETS INTERSECTION FROM "R-l" (SINGLE FAMILY RESIDENTIAL) I <br />TO IR-2" (DUPLEX). <br /> <br />Mr. Cavazos moved the Ordinance be approved on first reading. Mr. <br />Breihan seconded the motion. On roll call, the following vote was <br />recorded: <br /> <br />AYE: Stokes, Sutton, Breihan, Cavazos, James, Hansen <br /> <br />NAY: None <br /> <br />ABSTAIN: Tenorio <br /> <br />The City Secretary read an Ordinance having the following caption: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, SETTING RATES OF FARE FOR PASSENGERS OF VEHICLES OTHER <br />THAN AUTOMOBILES WHICH PROVIDE SURFACE TRANSPORTATION ALONG <br />DESIGNATED ROUTES ADJACENT TO THE SAN MARCOS RIVER AND WITHIN <br />THE CORPORATE LIMITS OF THE CITY OF SAN MARCOS AND DECLARING <br />AN EFFECTIVE DATE. <br /> <br />Mr. James moved the Ordinance be approved on first reading. <br />seconded the motion, which passed unanimously. <br /> <br />Mr. Tenorio <br /> <br />The Mayor introduced a request by H. M. Brittain for a temporary <br />permit to locate a mobile home on Lot 27, Block 26 of the Westover <br />Addition, 1004 Dartmouth Street. Mr. Breihan noted that the mobile <br />home would be located on an unpaved street. Mr. Gonzalez told the <br />Council that Staff was formulating a policy for development along unpaved <br />streets, but that building permits were being issued in the interim. Mr. <br />Breihan moved to approved the permit. Mr. Stokes seconded the motion. <br />Mr. Tenorio pointed out that one written objection had been received. <br />On roll call, the motion was unanimously approved. <br /> <br />I <br />
