<br />... <br /> <br />" <br /> <br />ATTACHMENT B <br /> <br />City of San Marcos, Texas <br /> <br />PROJECT NARRATIVE <br /> <br />I <br /> <br />The City of San Marcos, Texas shall improve its overall personnel <br />management capabilities through the accomplishment of the following <br />specific objectives: <br /> <br />I. Within thirty (30) days of the beginning date of this contract, the <br />city shall select and retain professional personnel management consultant(s) <br />to perform such services as are s~ecified in this contract. <br /> <br />II. l~Hhin sixty (GO) day:; of the beginning dute of thi:; contract, the <br />city shall provide orientation session(s) for all municioal staff reoarrlinq <br />the purpose and scope of this IrA [H'oject i1nd to introdu~p the consultant(s). <br /> <br />III. The CO:1<iultJnt(s) to(wther \'Iith rlesiClnuLed city staff shall collect <br />all available data relating to position descriotions, personnel policles, <br />employee manual, area wage survey and, affirmative action plan. Data shall <br />be collected by July 30, 1980. <br /> <br />IV. Consultant(s) shall review and analyze all data collected, and develoD <br />lccurate and up-to-date position descriDtions detailing the duties and <br />resronsibilities of each full-time city position. <br /> <br />V. Consultant(s) shall revise and update where necessary the city's <br />compensation plan. <br /> <br />I <br /> <br />VI. Consultant(s) shall review and uodate city personnel policies and <br />pl'ocedures. <br /> <br />VII. Consultant(s) shall develop an affinnative action plan (AAP) which <br />is in compliance w'ith state and federal guidelines and requlations. <br />Development of the plan shall include, but not be limited to, <br />(a) analysis of current work force to identify jobs, deDartrnents, <br />and units where protected classes are underutilized. <br />(b) establishment of specific, measurable, and attainable hirinq <br />goals, with target dates, in each area of underutilization. <br />(c) evaluation of selection criteria to ensure that they are <br />b,lsed !Juon bona ride oecuDational qualifications. <br />(d) evaluate job per'foy'manee measures and related procedures to <br />ensurr their job relatedness. <br />(e) inclusion of provisions for upward mobility anrl ('areer ladders. <br /> <br />VIII. A draft of the AAP shall be presented to city officials and TOCA for <br />reviev.J and comment. Objectives IV thru VIII shall be comoleted by 'Jovernt.n:::r <br />30, 1980. <br /> <br />I <br /> <br />IX. Consultant shall develop an employee manual which outlines city <br />policies with regard to hirinq, promotion, transfer, compensation, bene- <br />fits, leave time, tenure, termination, grievances and equal opportunity. <br />rv1anual snall be completed and submitted to appropriate city officials and <br />TDCA for review and comnent bv January 31, 1981. <br /> <br />X.
