<br />124 <br /> <br />special meeting <br /> <br />april 21, 1980 <br /> <br />page two <br /> <br />The Mayor introduced for consideration the feasibility of a worksession <br />with the Ethics Review Commission to discuss Ethics Code revision. Mr. <br />Tenorio said that he had some concern that the Ordinance the Council had <br />passed was not legal and that the Council had acted on it with a very <br />limited amount of time. He said he had addressed this issue because of <br />concern of several groups and that the Council should take the time to <br />review the Ordinance now. Mr. Sutton stated that he felt it should wait <br />until after the nevl Council Members were elected. Mr. Stokes agreed with <br />Mr. Tenorio and said that he felt the Council had cut into the Ordinance <br />too much in some places and not enough in others. Mr. Tenorio said that <br />he had deviated for the first time by making his amendments to the I <br />Ordinance without having the approval of the City Attorney first becaus <br />of the shortage of time. Jerri Martin stated that the next:~thics <br />Review Commission meeting was scheduled for May 13th. They had had <br />one meeting to begin formulating regulations, but were not ready to <br />present them to Council at this time. Mr. Stokes asked what the earliest <br />date was that the Commission could have their recommendations ready for <br />presentation. Jerri Martin said they could be typed and ready by May 15th. <br />Mr. Tenorio said he wanted to have a worksession earlier than that and <br />not necessarily with the Ethics Review Co~~ission. Mr. Tenorio moved <br />to set up a worksession for Wednesday, April 30th at 7:30 p.m. and extended <br />an invitation to the Ethics Review Commission to attend the session. Mr. <br />James seconded the motion which passed unanimously. <br /> <br />The Mayor introduced for consideration a staff report on the Sidewalk <br />Ordinance. Mr. Stokes moved to direct the Staff to update Articles I, <br />II, and III of Chapter 25. Mr. James seconded the motion. On roll call, <br />the following vote was recorded: <br /> <br />AVE: Breihan, Cavazos, James, Stokes, Sutton, Tenorio <br /> <br />NAY: None <br /> <br />ABSTAIN: Hansen <br /> <br />Me. Tenorio moved the Council go into executive session at 8:30 p.m. I <br />Mr. James seconded the motion which passed unanimously. <br /> <br />The Council reconvened in regular session at 9:45 p.m. on motion of <br />Mr. Tenorio and second of Mr. Breihan.
