On roll call, the following vote was recorded: <br /> <br />AYE: Kraus, Norris, Stokes, Tenorio <br /> <br />NAY: Cavazos <br /> <br />The Mayor introduced for consideration a report on the Hays County <br />Central Tax Appraisal Board. Mr. Stokes presented a report to the <br />Council. He said they would be hiring a Chief Administrator sometime <br />in June. Mr. Williams asked if the Chief Administrator's salary I <br />would be requested to be funded by the City. Mr. Stokes said <br />that 2 other agencies had already agreed to pre-fund this salary. <br /> <br />The Mayor introduced for consideration a discussion of the annexation <br />of property located in the area of Wonder World Drive. The Mayor <br />discussed this proposed annexation and the annexation policy in general. <br />He asked that the Staff provide the Council with a map showing <br />properties outside the City limits with utilities adequate for <br />development. Mr. Stokes stated that he would hate to see the City <br />wait till after completion of the Master Plan before starting to <br />annex. The Mayor asked that the map be available to the Council <br />this month, if possible. <br /> <br />The Mayor introduced for consideration an Ordinance on emergency <br />having the following caption: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />AMENDING CHAPTER 14, ENTITLED "HOUSING CODE" OF THE CODE OF <br />ORDINANCES OF SAID CITY BY ADOPTING THE 1979 EDITION OF THE <br />"STANDARD HOUSING CODE" AND THE 1980 REVISIONS TO SAID CODE <br />WHICH ESTABLISH MINIMUM STANDARDS FOR OCCUPANCY OF BUILDINGS <br />USED, DESIGNED OR INTENDED TO BE USED FOR HUMAN HABITATION <br />WITHIN THE CORPORATE LIMITS OF SAID CITY; AMENDING SAID CODE <br />TO INCREASE REQUIRED SPACE IN A DWELLING UNIT AND TO PROVIDE <br />A PENALTY FOR VIOLATIONS AND DECLARING AN EMERGENCY. <br /> <br />TEXAS, <br /> <br />Mr. Cavazos moved for the adoption of the Ordinance on emergency. <br />Mrs. Norris seconded the motion, which passed unanimously. <br /> <br />I <br /> <br />The Mayor introduced for consideration an Ordinance on emergency <br />having the following caption: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING CHAPTER 20, ENTITLED "PLUMBING CODE" OF THE CODE OF <br />ORDINANCES OF SAID CITY BY PROVIDING THAT ORDINANCE NO. 1980- <br />ADOPTED MAY 12, 1980 BECOME ARTICLE I, ENTITLED "PLUMBING <br />PERTAINING TO WATER AND SEWERAGE SYSTEMS", OF SAID CHAPTER; <br />BY ADOPTING THE 1979 EDITION OF THE "STANDARD GAS CODE" AND THE <br />1980 REVISIONS TO SAID CODE WHICH REGULATE THE INSTALLATION, <br />ALTERATION, AND MAINTENANCE OF ALL PIPING EXTENDING FROM THE <br />POINT OF DELIVERY OF GAS FOR USE AS A FUEL AND DESIGNED TO <br />CARRY THE SAME TO GAS APPLIANCES; BY PROVIDING THAT THE PROVISIONS <br />OF SAID CODE SHALL BE CONTROLLING WITHIN THE CORPORATE LIMITS <br />OF THE CITY OF SAN MARCOS, TEXAS; BY ESTABLISHING FEES FOR <br />PERMITS OBTAINED PURUSANT TO SAID CODE AND DECLARING AN EMERGENCY. <br /> <br />Mrs. Norris moved to adopt the Ordinance on emergency. Mr. Stokes <br />seconded the motion, which passed unanimously. Mr. Tenorio directed <br />staff to check into including the paragraph doubling fees for a <br />violation in the other Ordinance. <br /> <br />The Mayor introduced for consideration approval of grade crossing <br />construction permits with the Missouri-Pacific and Missouri-Kansas- <br />Texas railroad companies for improvements to Patton Street. Mr. Tenorio <br />asked if the City was going to take precautions during the construction <br />to prevent damage to citizen's cars. Mr. Stokes moved to accept the <br />construction permits. Mr. Cavazos seconded the motion, which passed <br />unanimously. <br /> <br />I <br />
